Perhaps it will be cheaper and easier to insulate and wall up the pipe in the basement, and put the meter, like everyone else, in the toilet.

Verification and first filling

Installation of a water meter begins with its verification. The meter for verification should be handed over with a factory passport: after verification, an instrumentation stamp will appear in it, and the corresponding columns of the passport will be filled in. In fact, they will take, and are obliged to take, the “left” device, but then, most likely, you will have to pay for the issuance of a technical passport for it and drawing up a verification report: the law applies only to certified devices.

The KIP will tell you when the water meters you submit will be sealed. Of course, it is impossible to break the KIP seal. A device with a broken factory seal in the instrumentation will be taken, but without a seal in the instrumentation, the water utility will not accept it. There is no need to rush to take the device from verification: the law does not provide for any sanctions for delay by the subscriber, except that it can get lost in the instrumentation warehouse.

There are, however, violations: the water utility is satisfied with the factory seal. Vodokanal is not afraid of this: the water consumption averaged over subscribers, even with unverified meters, will be normal. But the consumer, i.e. it does not hurt you to make sure that the counter does not "wind" more than necessary.

Place for counter

According to the rules, the water meter should be installed as close as possible to the entry of the pipeline into the room. The concept of “as close as possible” is not specified, because in the device of water inputs, especially in old houses, there is a huge discrepancy. During commissioning, the inspector looks: is it possible to somehow crash into the pipe to the meter. Take a closer look before installing and you, so that later it would be easier to "solve the issue." Generally speaking, the installation of a water meter is greatly simplified if you immediately conclude an agreement with a specialized organization. But this article is intended for those who decide to install the counter themselves, so you will have to deal with the authorities yourself.

In practice, inspectors do not have any questions when installing meters in a city apartment in a toilet next to the toilet, even if the stopcock is moved back half a meter along the pipe. Also, the installation in the bathroom “passes” if the pipes go through the toilet along the floor: in this case, it is almost impossible to hide traces of work on them. But then you have to drag the outlet for the tank through the wall back into the toilet.

In private homes, inspectors are stricter. Here you need to follow the rule: no more than 20 cm from the exit of the supply pipe from the wall or floor. If a water well is located on your territory, then it must be of a capital construction and with a lockable, durable (metal) cover: it will also be sealed. In this case, for the performance of work with a violation of the seal, in addition to the emergency of the water utility itself or extinguishing the fire, it will be necessary to call an inspector to unseal it.

Counter installation

The actual installation of the meter is not difficult and is done according to the diagram in the figure. There should not be any water folding devices up to the ball shut-off valve. If the pipes are metal, the first and last joints in terms of water flow are insulated with FUM or Unilok waterproofing; the rest are produced on regular seals. Let us briefly explain the purpose of the node elements:

  • Shut-off ball valve - shuts off the water supply to the room. On a plastic welded water pipe, it can be carried back some distance (against the flow of water).
  • The mesh filter collects fine particles to prevent clogging of the meter. In city water supply systems, as a rule, it does not happen, but according to technical specifications, a filter is still needed.
  • Non-return valve - does not allow "unwinding" by the counter. This is possible if there is no water in the water supply and the taps are open, due to air being sucked in. A non-return valve is also required according to specifications.


A small nuance: when installing, turn the filter drain pipe (which sticks out sideways at an angle) down if the meter assembly is located horizontally, or to the side of the meter when vertical mounting node. Then, if you suddenly need to disassemble and clean the filter, the sludge will not flood the meter.

Commissioning

After completing the installation and making sure that there is no flow anywhere and the meter counts, you can use water as before, but you will also be counted the flow as before, to the maximum. Therefore, it is necessary to immediately declare the installation in a water utility or an organization operating a water supply system; for example, if you live in a cottage village - in his board. Within three working days, an inspector or an authorized employee of the local operator should come to you. The passport for the meter and the act of its verification should be at your disposal. Plumbers, as a rule, do not drag out the matter - for "free" subscribers they are constantly teased "from above". No other documents are needed: the water utility is not obliged to control the qualifications of the specialist who installed the device, as long as the meter is verified, not damaged and installed correctly.

The inspector will record the initial readings of the meter in the commissioning certificate, seal the entire meter assembly with his seal and give you a service contract to sign. If the operator is “your own”, then carefully read the terms of the contract (in general, in this case, it is advisable to do this before buying a meter): there are cases when exorbitant service fees, insurance against seal failure and obviously fictitious verification of the meter every quarter were entered into contracts in small print at the expense of the subscriber.

As soon as you sign the contract, you pay for water according to the meter. The second copy of the contract and the act of putting it into operation should immediately remain with you. As for the passport for the counter, if it is in a single copy, the inspector must take it with him for copying, and then return it. You unwind everything, take a seal (you can use ordinary linen tow) and wind it around the stopcock filter.

In addition to tow, as a sealant threads made of polyamide "Tangit Unilok", in which there is additionally silicone grease, as well as sealing pastes "Multipak" and "Unipack".

You do it like this:

  • take one strand of tow, align it and make it an even cord with a thickness of no more than 1 millimeter;
  • wind it on the thread so that all the grooves are closed;
  • apply plumbing paste on top and tighten the stopcock (the main thing is not to overdo it so that the connection does not burst).

Stage 3. Often, American women and sealing rings come with water meters. Americans (special pipes with union nuts used to connect pipes) will do, but you buy new rings. If the meter is installed for, then it is better to use paronite gaskets, and if for cold, then rubber. Screw the pipe onto the filter using the same linen tow, then the counter. Connect the other pipe to the check valve.


Attach the entire structure to the water meter. You will get the following:

  • shut-off valve switch “looks” up;

Stage 4. All elements are connected, now they need to be cut into the pipeline, having previously blocked the water.

Measure how long the structure is. Measure the same distance on the pipe from the joint. Cut off the required area, after substituting the basin (perhaps the water will flow, although not under pressure).

Stage 5. Fasten the structure to the supply pipe. Some problems may arise here. If the pipeline is metal, then you will need to cut the thread, but that's not all. The most important thing is to measure the distance correctly, because it is not plastic and will not bend. It is advisable to replace the entire area with polypropylene pipes, then special fittings will be required to connect plastic to metal.

The legislation of the Russian Federation clearly states that citizens who have not installed water metering devices before 2017 will not be subject to penalties.

However, there is a small nuance: starting from 2015, water tariffs for citizens who have not installed meters are calculated with an overestimated coefficient.

According to the Decree Government of the Russian Federation No. 306“On approval of the rules in the calculation of utility consumption standards” for 2019, the coefficient is set at 1.5.

It is allowed to be used for those categories of citizens in whose apartments it is possible to install a meter, but they have not yet done so.

In addition, the management company was allowed to install a water consumption meter without obtaining the consent of the residents. This possibility is allowed only by a court decision.

It is worth noting that this provision is already being challenged by human rights organizations, since the mechanism for providing appliances without the consent of the residents remains completely unknown. At the same time, given the high level of corruption among officials, the forced installation of meters can only significantly worsen the financial situation of ordinary citizens who want to save at least a little on utility bills.

The interpretation of the meaning of the act implies that the owners of the premises are obliged to ensure that the resources supplied by the relevant organizations are taken into account. This means that a consensus must be reached between the supplier and the consumer on the order of accounting for resources and the equipment used. The accounting procedure is ensured by the integrity of the device, that is, the meter, which is sealed by a representative of the organization supplying water. In the general case, this is a management or housing and communal office.

Measuring equipment approved for the installation for accounting for water consumption is entered into the database of the Federal Information Fund to ensure the uniformity of measurements and is available for review at the address - fundmetrology.ru. After completing the installation of meters, it is necessary to check the regular operation of all points of water intake of cold and hot water supply systems. Putting the system into operation
