Standard instruction on labor protection
when performing tire fitting and vulcanization works

Introduction date 2000-06-01

AGREED by the Letter of the Central Committee of the Trade Union of Forestry Workers Russian Federation dated April 13, 2000 N 3-11/108

1. General safety requirements

1.1. The section is set out on the basis of the Standard Instruction "General safety requirements when performing work in workshop conditions" TOI R-07-26-2000.

Features of working conditions, dangerous and harmful production factors, their possible impact on workers, set out in the certification materials of a particular workplace, complement the main factors set out in clause 1.2. The optimal list of hazardous and harmful production factors obtained as a result of the addition is entered in P.1 " General requirements safety" of the specific instruction on labor protection of the forestry.

1.2. Possible dangerous and harmful production factors when performing tire repair and vulcanization works: moving machines and mechanisms, moving parts of production equipment; sharp edges, burrs, roughness of tools, equipment; flying fragments, parts of tire fitting equipment when inflated tires burst; electric current on the bodies of mechanisms, equipment; increased gas contamination and dustiness of the air in the working area, chemicals (toxic and irritating) that affect the human body; elevated temperature levels of equipment, materials, parts. Possible results of exposure to the worker's body: injuries, burns, electrical injuries, decreased performance, morbidity.

1.3. When performing tire fitting and vulcanization works, workers are issued overalls, safety shoes and safety devices in accordance with the current Model Industry Standards. Based on the results of the certification of workplaces, the need for additional provision of employees with protective equipment is determined, which is fixed in the Collective Agreement.

The optimal set of personal protective equipment, taking into account all the additions, is entered in R.1 "General safety requirements" of a specific instruction of the forestry enterprise.

2. Safety requirements before starting work

2.1. Check the availability and serviceability of personal protective equipment, put them in order. Put on special clothes, fasten all the buttons, lace up your shoes, put your hair under a headdress.

Overalls and footwear should be of the appropriate size and not restrict movement during work. If the noise level is high, wear earmuffs.

2.2. Check the condition of the workplace: if it is not cleaned or cluttered, take measures to clean it; make sure that you have free access to the starting devices; availability of free passages and driveways; serviceability of floors, footrests, serviceability of transport carts and other auxiliary means, fire-fighting means.

Periodically check vulcanization steam boilers, compressors and instrumentation, the results of the control are recorded in the inspection log. If a malfunction is detected, the valve seal is missing, the pressure gauge verification date is overdue, the operation of the boiler or compressor is not allowed.

2.3. Check the readiness of the vulcanization room. It must be insulated and equipped with supply and exhaust and local ventilation; steam boilers, troughs, compressors are equipped with serviceable pressure gauges and allowable pressure indicators; safety valve vulcanizing apparatus, the compressor is adjusted to the permitted working pressure; dusting workplaces must be equipped with local dust extraction, securely grounded and have a drive and working tool guard; electrical wiring is hermetically sealed; the table for working with glue is upholstered with galvanized iron, and its workplace is covered with a rubber strip 6-8 mm thick.

2.4. Check the readiness of the room (workplace) for mounting tires (wheels). These works should be carried out on special stands, in their absence - on a clean, flat floor (platform), and on the way - on a spread tarpaulin (litter) using special tools and devices that prevent the snap ring and disk from flying out. As a rule, safety devices are used when inflating tires that pass through the wheel disks (of the "Spider" type - blocking with a chain device, of the "Fork" type - blocking with a U-shaped fork), or the tire is rolled into a specially protected compartment, where it is inflated, in this case, the locking ring should be located on the opposite side from the working one.

2.5. Wheels arriving for repair are pre-cleaned of dirt. The movement of large wheels must be mechanized with special devices; manual rolling of the wheels is not allowed. Check the availability and serviceability of these devices.

3. Safety requirements during work

3.1. Before removing the wheels, the car is hung out with a special lift or with the help of another lifting mechanism, while “boots” are placed under the unlifted wheels, and “tragus” with the designation of the load capacity are placed under the hung part of the car.

3.2. Before dismantling the tire (from the wheel disk), the air is completely released from the chamber, and the tires are dismantled on a special stand or using a standard removable device. On the way, these operations are performed using a jack, stands and a set of special tools.

3.3. Before mounting the tires, it is necessary to check the serviceability and cleanliness of the rim, bead and lock ring of the tires. When mounting tires on a wheel rim, the locking ring must securely enter the rim recess with its entire inner surface.

3.4. It is not allowed: to knock out a disk with a sledgehammer (hammer); when inflating the tire with air, correct its position on the disk by tapping; mount tires on wheel rims of the wrong size; while inflating tires, hit the key ring with a sledgehammer, hammer; inflate tires above the established norm; when mounting tires, use locking and bead rings that do not correspond to this model.

3.5. Inflate tires in two stages: at the beginning to a pressure of 0.05 MPa with checking the position of the key ring; then bring to normal pressure. If an incorrect position of the ring is detected, it is necessary to release the air, correct the position of the ring and repeat the operations. The pressure in the tires of the front and rear wheels must not exceed those established for this type of car, tractor, or other vehicle.

3.6. To inflate tires without dismantling if the pressure in them has decreased by no more than 40% of the norm and there is confidence that the installation is not violated; the pressure is determined by a manometer or an air pressure dispenser.

3.7. While working on the mounting stand, the gearbox must be closed with a casing, to inspect the inner surface of the tire, use a spreader, to remove nails and other "caught" metal objects from the tires, use pliers, not screwdrivers, knives and awls. When working with a pneumatic stationary lift to move large tires, be sure to fix them with a locking device.

3.8. Inspection, cutting out local damage, roughening the inside of the tires should be done on a special stand (spreader) or on a workbench, and the dust and dirt formed during processing should be removed with a vacuum cleaner. For inspection and repair of the inner part of the tire, special bead spacers (bead expanders) are used, the design of which should exclude the possibility of them slipping under the pressure of the tire beads.

3.9. Cutting out damage on the tire should be done with special knives, depending on the configuration of the cut: with a counter cone - with a narrow thin knife, in a frame - with a knife with a spur; for cutting inside the tire - with a curved knife with double-sided sharpening; for other clippings - with a knife with a long blade. When cutting, the knife should be moved with the blade away from you. The delamination of the tire for the manufacture of cuffs is carried out on a special machine, the non-working part of the knife on the machine must be protected.

3.10. Rubber adhesive from aviation gasoline, raw rubber or rubber must be prepared in a special procurement workshop or specially designated places equipped with local exhaust ventilation and fire extinguishing agents, do not use leaded gasoline. Gasoline and glue are stored in a metal, tightly closed container. At the workplace, you can store glue and gasoline in the amount of no more than three hours of need.

3.11. The glue is applied to the damaged areas of the camera and patches with a brush, its handle must have a reflector that protects the hands from the glue. Lubrication of patches, chambers, cuffs with glue and their subsequent drying should be carried out in special places equipped with local suction.

3.12. Do not leave the vulcanizing apparatus, electric vulcanizer, compressor switched on even during a short absence.

3.13. The curing chamber can only be removed after the charring briquette has cooled down.

3.14. Remove the clamp from the mold only when there is no pressure in the bag.

3.15. When working with a sandbag, use clean, well-dried sand as an aggregate.

4. Safety requirements in emergency situations

4.1. If there is a sensation of electric current when in contact with the equipment, any other changes in the operation of the equipment, turn off the equipment, and inform the immediate supervisor of the work. Do not start work until the problem is corrected.

4.2. Stop work: steam boiler - if the pump fails (impossibility to pump water); compressor - when the pressure rises above the permissible level, when there is a rupture (breakdown) of hoses, overheating of the electric drive, the appearance of smoke, burning. Remove fuel from the furnace, release steam. Extinguishing fuel with water is not allowed.

4.3. In the event of a fire, take measures to extinguish with available means, inform the administration or the fire brigade. In case of a threat to life - leave the workplace, premises.

4.4. Immediately stop work in emergency situations that threaten the safety and health of workers and leave the danger zone.

4.5. In the event of an injury (electrical injury), provide the victim with first aid (self-help), using an individual first aid kit, inform the immediate supervisor of the incident about the incident, call an ambulance if necessary, or take measures to deliver the victim to medical institution. Preserve the situation as much as possible.

5. Safety requirements after finishing work

5.1. Remains of glue, gasoline, as well as brushes, spatulas, etc. must be removed to specially designed places equipped with exhaust devices.

5.2. After stopping and turning off the equipment, clean the workplace, clean the tool from dirt and place it in the places provided for storage, use a vacuum cleaner to remove dust.

5.3. Put used rags, rags in a metal box with a lid and place it outdoors.

5.4. Remove overalls and footwear, clean them of dirt and dust, place them in storage in the designated place.

5.5. Wash with warm water and soap, take a shower, perform other recommended hygiene procedures.

5.6. Report the comments and shortcomings in the work to the immediate supervisor of the work and the shift worker, enter them in the journal of administrative and public control.

Prepare for a tire fitting trip: what you need to know and follow in order to save time, money and ... health?

I decided to write about tire fitting after two stories happened.

First: In the autumn I flew away on a business trip, and the day before it snowed. For the safety of trips, the wife decided to change the car. In the nearest tire shops there were huge queues.

Cars moved slowly. An hour has passed. Another.

At the beginning of the third it was my turn, sleepy and tired guys quickly threw winter tires on wheels, and I drove to the house. After the second intersection, I realized that the vibration increases with increasing speed. And that the fallen snow could not turn into ice gouges so quickly. Why is the car shaking so much?

Second story: my mother told me how she was driving home from work in the evening in heavy rain. At the intersection, turning right, the back of the car pulled to the side. She was frightened, she said, grabbed the steering wheel. It seems that the speed was low, there were no large puddles.

The skid was small, turned normally. She drove on slowly, her heart pounding. Should I have gone even slower?

Now I will talk about four rules that will help you avoid such situations on the roads and save time and money.

No. 1. Correct pressure

The pressure depends on how much load you ride. For one driver and for a car with five passengers, it will be different. Sometimes the pressure for the front and rear tires is different.

Provide the correct required pressure to the tire service and ask them to inflate the tires in this way.

Why is it important? Safety and economy. When setting up security systems, the manufacturer focuses on this tire pressure. Efficiency is ensured by an optimal balance of "fuel consumption-comfort".

No. 2. Ask to inspect tires

Have tire workers inspect and check the tires. They can find defects invisible to the normal eye.

For example, lateral hernias, cuts, heavy wear.

Why is it important? The sooner you find out about such problems, the safer the road will be. Tire fitters have a trained eye, be sure to use their experience to your advantage.

No. 3. Proper tire installation

After installing the tires on the car, be sure to check if they were installed correctly.

Some tires have a different outer and inner side. In this case, on the outer sidewall they will write " outside”, and on the inside - “Inside”. Make sure the outside is outside.

Sometimes the sidewall indicates in which direction this tire should spin. Then write " rotation” and the arrows will show how the tire should roll when moving forward.

Asymmetric and directional patterns are now found on most road tires, so make sure you install them correctly.

Check that everything wheel bolts were on the spot. And that they cannot be turned by hand.

Why is it important? Tire manufacturers with the asymmetry and directionality of the pattern solve problems beyond the control of chemical composition rubber compound. Tires are tested exclusively with correct installation. By neglecting this, you degrade the performance of the tires. Baited or missing bolts (or studs) fix the wheel worse.

No. 4. The first kilometers after tire fitting

Immediately after changing shoes, turn off the music in the car and listen to the sounds and sensations. If road conditions allow, try to smoothly accelerate and brake, perform a snake or a rearrangement.

Possible bad symptoms:

  • strange noise, on the one hand louder,
  • unusual vibration.

Bonus: cleaning, washing, lubricating

As a bonus - desirable, but optional tire fitting rules. They will also help you understand the level of service you have arrived at.

A good craftsman will clean the tires and rims with a wire brush. Or even wash the wheels. Clean tires are more pleasant to work with, easier to inspect, and better balanced.

Also in good tire service you will be lubricated or at least offered to lubricate the inner edges of the tires. Lubrication will help the tire to sit in place faster, and at the end of the season - to simplify dismantling.

A nice bonus can be clean bags in which you will not stain the car when transporting tires.

Conclusion

What about our stories? After the vibration, I returned to the tire shop. Waited for the master to be free. Then I said where the vibration was coming from. The tire fitter removed the wheel and found that the adjusting ring was crooked, causing the wheel to be set at an angle.

And on my mother’s car later, I saw the inscription “Inside” on the rear wheel. So we went and set it right.

Remember next time in tire fitting about these rules:

  • ask to inflate the wheels to the correct pressure,
  • ask the mechanic to inspect the tires,
  • at the end of the work, check the bolts and the correct installation of the tires,
  • listen for the first few miles and rides smoothly.

collapsing structures;

Increased air pressure;

Insufficient illumination of the workplace;

Increased gas contamination and dustiness of the air in the working area;

  • Personnel in their work must use the following PPE:

Cotton overalls;

leather boots;

respirator;

goggles;

combined gloves.

  • Mounting and dismantling car tires must be carried out on a stand or on a clean floor (platform), and inside - on a spread tarpaulin or other bedding.
  • When dismantling the tire from the wheel disk, the air from the chamber must be completely released.
  1. SAFETY REQUIREMENTS BEFORE YOU START
  • Wear the proper attire.
  • Check the condition of the tool and guards.
  • Before removing the wheel, make sure that the car is securely installed on the trestle, and stops are placed under the removed wheels.
  • Before unscrewing the fastening nuts of paired discless wheels to remove them, make sure that the tire on their inner wheel has not come off the rim, otherwise you must first completely bleed the air out of it.
  • The chamber must be completely vented before the tire is removed. Dismantling the tire must be carried out on a special stand or using a special removable device.
  • Before mounting the tire, it is necessary to check the serviceability and cleanliness of the rim, bead and lock rings, as well as the tire.
  • When mounting the tire on the wheel rim, the locking ring must securely enter the rim recess with the entire inner surface.
  • Removing, setting and moving the wheels and tires of heavy-duty vehicles must be mechanized.
  1. SAFETY REQUIREMENTS DURING WORK
  • When dismantling a tire from a disk that is firmly attached to the side of the wheel, it is carried out with a puller. It is forbidden to knock out discs with a sledgehammer (hammer).
  • Before mounting a tire, check the condition of the rim.
  • Tires must be free of dust and dirt before repair.
  • Roughing machines should be equipped with local exhaust ventilation for dust extraction and securely grounded.
  • Work on roughening should be carried out only in protective glasses.
  • Remove the chamber from the clamp after vulcanization only after the recovery area has cooled down.
  • When cutting patches, the knife blade must be moved away from you. The handle must be correct.
  • Containers with gasoline and glue should be kept closed, opening as needed.
  • Tires should be inflated in two stages: first, up to 0.5 kg per cm2. with checking the position of the lock ring, and then to the pressure prescribed by the instructions.
  • If an incorrect position of the lock ring is found, release all the air from the tire being inflated, correct the position of the ring, and then repeat the above operations. Tires should be inflated without dismantling if the air pressure in them has decreased by no more than 40% of the norm.
  • A pressure gauge or air pressure dispenser must be installed in the tire inflation area.
  • When using an electrically driven compressor unit to inflate tires:

Inspect condition electrical apparatus, pressure gauge (should be checked in the laboratory of the State Standard, there should be a red line on the pressure gauge scale corresponding to the allowed pressure);

Check the availability and serviceability of the compressor grounding and the availability of PPE (dielectric gloves, mats, tools with insulated handles);

Drain the condensate from the air collector through the purge cocks.

  • Before turning on the compressor, scrolling by hand, check for jamming.
  • Test the compressor at idle speed with air bleed to the outside according to the manufacturer's instructions.
  • After switching the compressor to the “Operation” mode, check the lubrication of the mechanisms, cooling and air pressure in the receiver.
  • To inspect the inner surface of the tire, a spreader (expander) should be used.
  • New tires must be equipped with new tubes. The same is recommended for retreaded tires.
  • Install tires with a directional tread pattern in such a way that the direction of the arrows on the sidewalls of the tire coincides with the direction of rotation of the wheel when the self-propelled equipment moves forward.
  • To remove foreign objects from the tire, use pliers.
  • It is forbidden to mount the tire on a rim that is rusty or has dents, cracks, burrs.
  • When mounting the tire on the rim, the retaining ring must securely enter the rim recess with its entire inner surface.
  • When inflating a tire with air, it is possible to correct its position on the disk by tapping only after it has stopped feeding.
  • It is forbidden to mount tires on faulty wheel disks, as well as to use wheel disks with removable flanges according to the corresponding tire size.
  • When inflating a tire, do not use a hammer or sledgehammer to upset the circlip.
  • It is possible to inflate the tire without dismantling if the air pressure has decreased by no more than 40% and if there is confidence that the decrease in pressure has not violated the correct installation.
  • It is necessary to inflate the tire of a wheel removed from the vehicle using a guard or safety device of sufficient strength and size to prevent the snap ring from popping out. The air pressure can only be checked when the tires are cold.
  • An air pressure dispenser or pressure gauge must be installed at the tire inflation station.
  1. SAFETY REQUIREMENTS IN EMERGENCIES
  • When inflating tires, stop the compressor immediately when:

Exceeding the pressure on the manometer;

If malfunctions are found that can lead to an accident;

In case of fire;

When there is a smell of burning and smoke in the compressor;

With a noticeable increase in vibration.

  • In emergency situations, stop work, leave the danger zone, if necessary, disconnect the equipment from the mains. If there is a danger of an accident, take measures to prevent it. Provide first aid to victims of injury, sudden illness. Notify the supervisor of the incident.
  1. SAFETY REQUIREMENTS AFTER WORK COMPLETION
  • Power off the equipment
  • Clean up the workplace.
  • All vessels with gasoline and rubber glue put in lockable metal boxes.
  • Disconnect and put away the tire inflation hoses.
  • Clean up the instrument, wash your hands with water.
