1. 2. The requirements of this instruction for the security of the facility are mandatory for all security guards of __________ LLC employed at the Facility.

3. Security of the Object is carried out around the clock and daily from 09.00 to 09.00.

4. The work shift consists of three guards.

Special Provisions:

1. The procedure for admitting employees and visitors of __________ LLC:

1.1. Employees of __________ LLC are allowed to enter the territory with passes issued by the personnel department.

2. Working hours of the shift and duties of the security guard:

2.5. The guard must:

Arrive at the Facility 15 minutes before the start of the shift;

Familiarize yourself with the records of previous shifts in the service documentation;

To be dressed in uniform of the established sample;

Know the Object and its vulnerabilities;

In case of encroachments on the safety of employees of __________ LLC, the fact of a violation of public order or an attempt to unauthorized entry into the premises, if necessary, ensure that the police are called and immediately take measures to suppress these facts and (if possible) detain offenders.

2.6. Guards are prohibited:

Distract from the performance of their duties, read, play electronic games, etc.;

Disclose information about the structure of __________ LLC, its officials, their home addresses and telephone numbers;

Accept for storage from someone, transfer packages, bundles, bags, briefcases, etc. to someone;

Leave the territory of the Facility;

Leave the territory of the Object until the shift arrives.

3. Actions of security guards in emergency cases and emergency situations:

3.1. Upon detection of explosive objects (explosive devices) and other suspicious objects, in order to prevent sabotage and terrorist acts:

3.1.1. It is forbidden to violate the integrity of the discovered objects. It is necessary to determine the danger zone and, having ensured its protection, prevent unauthorized persons from entering it, and immediately report the incident to the head of security.

3.1.2. Report the incident to the duty officer of the _____________ Department of Internal Affairs by phone _________________________ (if this is not possible, to the service "02" of the duty unit of the Central Internal Affairs Directorate or the duty officer of the UFSB by phone: ___________. At the same time, report: time, place, circumstances of the discovery of an explosive object, its external signs , the presence and number of people at the place of detection, the proximity of public, residential, industrial buildings, the possible consequences in the event of an explosion.

3.1.3. If necessary, take evacuation measures.

1. General Provisions

1.1. This Instruction defines:

  1. conditions for the operation of the intra-object mode;
  2. organization of the activities of the security service;
  3. the rights and obligations of security officers related to the performance of the tasks assigned to them for the protection of the Object;

    the procedure for the interaction of the security service with the management and employees of the Facility.

1.2. To ensure security, security officers set up a post at the Facility in accordance with the terms of the State Contract. Responsibility for organizing the security of the Object rests with the management of the security and the head of the security of this Object.

1.3. Security guards in the performance of their duties are guided by applicable law Russian Federation, State contract, this Instruction.

1.4. On the Object, intra-object modes are introduced and maintained in order to:

  1. exclusion of the possibility of uncontrolled access to the building by unauthorized persons;
  2. exclusion of illegal removal (export) material assets;
  3. maintenance by employees and visitors of the Internal Regulations Facility.

1.5. The main tasks of security officers are:

    provision of an intra-object regime at the protected Object;

    protection of the Object from illegal encroachments;

    maintaining order at the Facility, adjacent territory and in the video surveillance zone;

    protection of public order.

1.6. The Head of the Facility directly supervises security personnel in accordance with the instructions of the Facility's management, as well as in accordance with these Instructions and other documents on the Facility.

1.7. The information set forth in this Instruction, the State contract for the provision of security services, as well as other written or oral information about the regime, methods and means of protecting the Object constitute an official secret and are not subject to disclosure to persons not admitted to it.

1.8. In accordance with the provisions of Art. 139 Civil Code RF disclosure of official information by security officers, which is of a confidential nature, entails liability in statutory okay.

2. Intra-object mode

2.1. The management of the Facility establishes an internal regime that is mandatory for employees and visitors, due to the labor schedule, the requirements of fire and other safety measures. Its observance is supported and controlled by security officers through the implementation of the access control regime, surveillance, including the use of technical means.

2.2. Employees of the Facility and other enterprises, organizations with a standard pass, as well as persons with temporary passes with the time of stay at the Facility set in them, may be in the premises in the protected area.

2.3. In the fenced area of ​​the protected Facility, there may be vehicles of employees with special passes and cars of visitors, organizations according to the approved list.

2.4. The condition of the premises, buildings and vehicles located on the territory of the Facility is checked by going around the premises and inspecting windows and doors, as well as the appearance and condition of locks, locks, fences. The results of rounds and control of the premises are recorded in a special log.

2.5. At the end of the working day, in accordance with the schedule, the entrance doors are locked.

2.6. Access to the building for employees and visitors on weekends, holidays, and after the end of the working day is allowed upon their written requests approved by the management of the Facility.

2.7. Removal and removal from the territory of the Facility of equipment and property belonging to the Facility is carried out only with accompanying documents signed by persons, the range of which is determined by the management of the Facility. 2.8. Security officers check the availability of cargo with the data specified in the documents.

2.9. It is prohibited to bring to the Facility and store on its territory flammable and explosive substances and materials, personal valuables without appropriate agreement with the management of the Facility.

3. Rights and obligations of security officials

3.1. The Head of Security of the Facility is obliged to:

  1. organize reliable security of the object, ensure the internal regime in accordance with the State contract for the provision of security services, these Instructions;
  2. provide security personnel with the necessary information about the features of the Facility, the means of security and fire protection used, security equipment and special means, documentation on the security of the Facility;
  3. constantly monitor and summarize information about all changes in the situation at the Facility and around it in order to predict and prevent possible damage to the protected facility;
  1. in case of changes in the operational situation affecting the security of the protected Object, immediately inform the management of the security and the Object;
  2. control the fulfillment of official duties by security officers, their compliance with labor regulations, safety precautions, the correct use of technical security equipment, special equipment;
  3. maintain a duty schedule for security guards and resolve issues of replacing them if necessary;
  4. immediately inform the management of the Facility about all incidents at the Facility.

3.2. The security guard must:

  1. study the current legal documents on the organization of the protection of the Object (this Instruction, the State contract for the provision of security services, etc.);
  2. know samples of all types of permits valid at the Facility;
  3. during the entire duty to be in uniform with an identity card;
  4. conscientiously fulfill their official duties, while serving, be vigilant and attentive;
  5. in accordance with the State contract (agreement) to ensure reliable protection of the building, the property located in it and public order;
  6. to carry out the established intra-object mode;
  7. Escort material assets at the direction of the Facility security chief;
  8. regularly monitor and report to the head of security information about all changes in the situation at the Facility and around it in order to predict and prevent possible harm to the protected Facility;
  9. comply with the rules of safety, industrial sanitation and fire safety established at the Facility;

    in the event of accidents, fires and other emergencies, immediately report them to the management of the Facility, the head of security;

  10. in an emergency, independently call the fire or emergency services, as well as take measures to resolve a critical situation, for which it is allowed to open office and storage facilities;
  11. do not allow smoking in places not intended for this;
  12. keep logs of passes and issuance of keys.

3.3. To carry out his duties, the security officer has the right to:

  1. demand compliance with the established internal regime, check identity documents;
  2. require employees of the Facility to present accompanying documents or invoices for the import (export) and import (removal) of property;
  3. withdraw invalid and expired passes;
  4. detain persons who have entered or are trying to enter the protected Object contrary to the established procedure, violate public order on the territory of the protected Object, who are trying to illegally remove (take out) material values ​​from the protected Object, or whose actions give reason to suspect them of intention to cause other damage to the protected Object;
  5. deliver to the security office of persons suspected of an offense related to encroachment on protected Objects;

    in case of emergency, use physical force in order to prevent damage to the protected Facility and its employees, as well as to repel an attack on security personnel in accordance with the current legislation of the Russian Federation;

    if necessary, take measures to protect the scene of the incident until the arrival of law enforcement officers.

3.4. While on duty, security guards are prohibited from:

  1. be distracted from the performance of official duties and engage in matters not directly related to the protection of the Object;
  2. drink alcohol and go to work in a state of alcoholic or drug intoxication;
  3. leave a post without the permission of the relevant officials;
  4. have conversations on service topics with strangers, give them any information about the work of security, home telephone numbers of security officers and the protected Object;
  5. accept objects and documents from someone for transfer;
  6. sleep on duty;
  7. allow outsiders to take over.

3.5. Actions of security guards in emergency situations.

3.5.1. In the event that doors, windows, locks, locks, broken seals and seals or other violations of the integrity of the premises are detected, as well as the actuation of a security and fire alarm, security officers are obliged to:

  1. carefully inspect the Object, and in the presence of unauthorized persons - take measures to detain them;
  2. ensure the protection of the scene of the incident, the traces and material evidence on it until the arrival of the police officers. Identify witnesses and eyewitnesses of the incident;
  3. immediately report the incident to the Facility's security chief, the Facility's management, and the police.

3.5.2. If explosive devices, explosive materials and other suspicious objects are found at the Facility, security officers are obliged to:

    immediately inform law enforcement agencies, the rescue service and the prosecutor's office, while indicating their full name, address of the Facility, place, time, circumstances of the discovery of an explosive or suspicious object, its external signs, the presence and number of people at the location of the object;

  1. report the found item to the management of the Facility, the head of security;
  2. take measures to fence off the danger zone, taking into account the radius of possible damage and preventing people and vehicles from entering it;
  3. if necessary, take measures to evacuate people from the danger zone;
  4. ensure the presence of the persons who discovered the object before the arrival of the operational-investigative group and record their installation data;
  5. upon arrival at the Facility, representatives of law enforcement agencies and the rescue service to assist them, without stopping the protection of the Facility.

3.5.3. In the event of an attack on employees and a guarded Object, security officers are obliged to:

    inform the Ministry of Internal Affairs about the attack;

  1. depending on the nature of the attack, take measures to prevent unauthorized persons from entering the protected Object (close doors, gates, etc.);
  2. take possible measures to detain the attacking person (persons) until the police officers arrive at the Facility;
  3. in case of receiving bodily injuries while repulsing an attack or detaining offenders, provide the victim with first aid.

3.5.4. When people are taken hostage, security officers are obliged to:

    immediately inform law enforcement authorities about the incident;

  1. take measures for unhindered passage (passage) to the Facility of law enforcement officers, the Ministry of Emergency Situations, ambulances;
  2. upon arrival of employees of special units of the FSB and the Ministry of Internal Affairs, assist them in obtaining the information they need;
  3. prevent actions that can provoke attackers to use weapons and cause human casualties.

3.5.5. If signs of a fire are detected (smoke, smell of burning, temperature increase, etc.), the security officer is obliged:

  1. immediately report it by phone to the fire brigade (at the same time, give the address of the Facility, the place of the fire, and also tell your full name), notify the management of the security and the Facility;
  2. take measures to establish the source of the fire and eliminate it using fire extinguishing equipment available at the Facility;
  3. take measures to evacuate people, material values, while not weakening the monitoring of the protected Object;
  4. upon detection of a fire, check the activation of automatic fire protection systems;
  5. if necessary, turn off the electricity (with the exception of fire protection systems), shut off gas, water, steam communications, stop the operation of ventilation systems in the emergency and adjacent premises;

  6. stop all work in the building, except for work related to fire extinguishing measures;
  7. remove from the danger zone all employees who are not involved in the elimination of the fire;
  8. carry out general management of fire elimination before the arrival of fire departments;
  9. ensure a meeting of the fire departments and assist them in choosing the shortest path to drive to the fire (immediately inform the fire department about closed roads or streets blocked due to repairs that prevent the passage of fire trucks);
  10. indicate the location of fire hydrants.

3.5.6. In the event of a natural disaster, accidents in the gas pipeline and water supply, sewerage, heating, electricity, etc., the security officer is obliged:

  1. inform the relevant service by phone. the Administration of the Facility, the head of security and the management of the Security;
  2. if there is personnel at the Facility, take measures for its evacuation;
  3. take measures to evacuate property and material resources from the danger zone;
  4. organize a meeting of emergency services teams;
  5. assist them without stopping the protection of the Object.

2.4. Rights of a private security guard performing security functions

Performing security functions, a private security guard, as an employee of a private security organization, has the right to provide the following types of services:

protection of life and health of citizens;

protection of the property of the owners, including during its transportation;

design, installation and maintenance of fire and security alarms;

Ensuring order in places where mass events are held.

1. General Provisions.

1.1. This instruction defines the basic requirements for the organization of internal and access control in order to ensure the safety of employees and visitors of the Facility, the safety of the Customer's property.

1.2. In the process of work, security officers are guided by the Laws “On Private Detective and Security Activities in the Russian Federation”, “On Weapons”, the terms of the concluded contract, this Instruction and the orders and instructions of the heads of private security companies.

1.3. The security guard is subordinate to the officials of the private security company. The Facility managers do not have the right to supervise the work of the guards, give them any instructions that contradict these instructions. All instructions to security officers are given only through the heads of private security companies.

1.4. The managers of the Facility, who are responsible for the protection of the Facility, have the right to make comments to the guards with an entry in the facility books, about which the guards must notify the heads of the private security company.

1.5. The service is carried out at the internal post and bypassing (patrolling) the territory of the Facility. Duty officers maintain the following documentation:

Object book of reception and delivery of duty;

Book of registration of visitors;

1.6. The intra-object and access control at the Facility is established by the management of the Facility, its practical implementation is entrusted to security officers. The requirements for the internal and access control are mandatory for all security officers and employees of the Facility in the part that concerns them. All changes in the intra-object and access mode are made in the form of an addendum to this instruction.

2. Rights of the guard

In accordance with the contract for the provision of security services, concluded by a security organization with a client or customer, private security guards, while ensuring intra-object and access control within the object of protection, and other property, have the right to:

2.1. require personnel and visitors of security facilities to comply with intra-object and access regimes. The rules for compliance with the intra-object and access control established by the client or customer must not contradict the legislation of the Russian Federation;

2.3. to carry out, within the limits established by the legislation of the Russian Federation, at security facilities where access control is established, inspection of vehicles entering (leaving security facilities) from security facilities, with the exception of vehicles of operational services of state paramilitary organizations, in case of suspicion that these vehicles are used for illegal purposes, as well as inspection of property brought to the objects of protection (taken out from the objects of protection). 3. Responsibilities of the guard when taking over the post.

3.2. 4. The security guard, when ensuring intra-object and access control, is obliged to:

4.1. be guided by the job description of a private security guard;

4.2. observe the constitutional rights and freedoms of man and citizen, the rights and legitimate interests of individuals and legal entities;

4.3. present, at the request of law enforcement officers, other citizens, a certificate of a private security guard.

4.4. ensure the protection of objects of protection from unlawful encroachments;

4.4.1. In case of detection of penetration of unauthorized persons into the Facility, detection of break-ins of doors, windows or other enclosing structures, ensure the inviolability of the scene of the incident until the arrival of police squads, heads of the Facility and private security companies.

4.4.2. In cases of penetration, attack, attempted theft from the Facility, the security guard has the right to use special means, acting in accordance with the current legislation of the Russian Federation.

4.5. immediately inform the head of the private security organization and the relevant law enforcement agencies of information that has become known to them about crimes being prepared or committed, as well as about actions, about circumstances that create a threat to the safety of people at the security facilities;

4.5.1. In the event of detention at the Facility of persons trying to illegally take out material values, report to the duty officer, as well as draw up an act and a report on the fact of detention.

4.5.2. In the event of a clear attack on a protected facility, immediately call the duty officer of the private security company , then take all possible measures to protect the Object.

4.5.3. Write a detailed report on all facts of penetration, attack, attempted theft from the Facility and other cases and, at the end of the duty, transfer it to the director of the private security company and report to the management of the Facility.

4.5.4. In case of detection of fires, smoke, fires at the Facility or in the area of ​​the post, immediately call the fire brigade through the duty officer of the private security company, then report the incident to the head of the Facility.

In cases where the fire can be eliminated by the primary fire extinguishing means available at the post, take measures to eliminate the fire, observe personal safety measures.

Employees of the fire service who arrived to extinguish the fire should be allowed to enter the territory of the Facility without hindrance. 4.5.5. In the event of accidents, flooding, gas contamination and other extreme situations at the Facility, call the appropriate emergency services through the PSC duty officer and immediately inform the management of the Facility.

4.5.6. To eliminate the accident, employees of the emergency services shall be allowed to enter the Facility without hindrance if they have supporting documents from the relevant emergency service. At the end of the liquidation of the accident, write down the name of the senior and the number of the call, enter the data in the object book, and at the end of the shift report to the head of the private security company and report to the management of the Facility.

4.6. During the service, it is necessary to observe the rules of personal and collective security.

5. When serving, a security guard is prohibited from:

Use alcoholic beverages and psychotropic substances at the post, and arrive at work in a state of intoxication;

Sleep at the post;

Enter unlit areas of the Facility and territory without an electric lamp;

Independently inspect, open, transfer bundles, packages, boxes left unattended and located on the territory of the Facility, as well as touch them;

6. Actions of a security guard upon the arrival of an employee of the internal affairs bodies (OVD), the prosecutor's office to check the activities of the Facility or the security service:

6.6. Clarify by phone the presence of this employee in the police department (prosecutor's office):

Attention! In the absence of an order (instruction) for an inspection and until the ATC duty unit confirms the right to an inspection, the security guard does not provide service documentation.

Information on the results of the check is reported to the operational duty officer of the security company immediately after its completion.

Remember guard! In case of forcible entry into the territory of the Facility by law enforcement officers with a support group, the guards comply with all legal requirements of these employees.

Police officers arriving at the Facility to perform their duties(upon presentation of an ID card) are allowed to enter the territory of the Facility without hindrance(Part 4, Article 11¹ of the Law “On Private Detective and Security Activities in the Russian Federation”).

1.2. Definitions and accepted abbreviations.

1.3. Distribution of powers and responsibilities.

1.3.3. The direct management of access control, intra-object regimes and the organization of protection of the Enterprise's Objects is carried out by the Deputy General Director for Security.

1.3.4. Control over the practical implementation of security, access and intra-object regimes is assigned to the head of the Security Department.

1.3.5. The development of a system of necessary measures to ensure the safety of the Enterprise and the protection of each Facility, taking into account their characteristics, is carried out by the UB.

1.3.6. The organization of systematic explanatory work among the employees of the Enterprise, third-party organizations and visitors on compliance with the access and intra-object regimes using a local computer network, visual propaganda tools (stands, information boards) and mass media (press, radio) of the Enterprise is assigned to the UB.

1.3.7. Conducting introductory briefings with employees of the Enterprise, third-party organizations on HSE, PB, HSE, PS is organized by the FSB, OHS and PS, and the briefing on access and intra-object modes is assigned to the employees of the Security GR.

1.3.8. Responsibility for ensuring the on-site regime at production sites, in buildings (premises) of workshops, services, departments, installations and sections rests with the heads of the relevant departments. Heads of structural subdivisions are obliged to comply with the requirements established in order to ensure the safety of goods and materials at their facilities.

1.4. The head of the security department, in accordance with the established procedure, monitors the good condition of the access control system, security video surveillance, burglar alarms and other engineering and technical security systems and, if necessary, submits applications for the involvement of forces and means of the relevant departments of the Enterprise and third-party organizations for Maintenance and troubleshooting.

1.5. In case of revealing the facts of violation of the requirements of this Instruction, the employees of the Security draw up a protocol-act in the form established in Appendix No. 1 to this Instruction and send it to the Deputy General Director for Security.

The security department is conducting an internal audit on the fact of the violation. After the inspection, the head of the UB sends the head of the structural unit in which the violation was detected a notification with a copy of the protocol-act and an indication of the time frame for taking action against the violators and eliminating the identified deficiencies.

The head of the structural unit, to which the notification was sent, is obliged to submit to the UB a report on the elimination of the identified violations and the measures taken against violators of the access and intra-site regimes with a copy of the protocol-act attached to the UB within the specified time. The head of the UB sends a copy of the protocol-act to the PMO for control.

1.6. Familiarization with this Instruction of all employees of the Enterprise is provided by the heads of structural divisions.

Familiarization of employees of third-party organizations and visitors (as far as they are concerned) with the requirements of this Instruction is carried out by the pass bureau of the GR of the Protection during an introductory briefing or directly when issuing one-time passes.

1.7. For violation of the requirements of this Instruction, the employees of the Company bear disciplinary and other liability in accordance with the current legislation of the Russian Federation.

Disciplinary sanctions on the employees of the enterprise may be imposed by the General Director with the issuance of an appropriate order for the Enterprise or the head of the structural unit with the execution of an order for the structural unit. Reducing the size of the bonus or non-payment of the bonus is fully documented by the order of the General Director on the basis of a memo from the head of the structural unit.

For violations falling under, before issuing an administrative document on bringing the violator to disciplinary responsibility, the head of the structural unit, who is interested in leaving this employee in the unit, is obliged to submit a petition addressed to the General Director for non-dismissal of the employee with justification of the reasons.

1.8. Other persons who are not employees of the Enterprise, for violation of the requirements of this Instruction, bear material and other liability in accordance with this Instruction, the agreement concluded with the Enterprise and the current legislation of the Russian Federation.

In order to prevent cases of violation of the access and intra-site regimes by employees of third-party organizations, when concluding contracts for the performance of work, the provision of services, the supply of goods and materials, the purchase of products, the use of the territory of the Enterprise for other purposes, the counterparty is liable in the form of penalties for violation of the requirements of this Instruction, allowed by their employees and non-return of passes after completion of work.

The amount of penalties is established by Appendix No. 2 to this Instruction.

1.9. Persons who violated the access and intra-object regimes, who do not have passes or other documents, whose identity cannot be identified, are transferred by the Security personnel to the duty unit of the Internal Affairs Directorate __________________________________ for verification and identification.

1.10. Persons suspected of theft or attempted theft are escorted to the office of the Security to draw up protocol-acts, take written explanations from them and conduct an internal check against them by the specialists of the UB, and if necessary, for their transfer to the Internal Affairs Directorate __________________________________.

1.11. Persons detained on the territory of the Enterprise, as well as when entering and leaving the territory, on suspicion of using alcoholic beverages or narcotic and toxic substances, are escorted to the Security office for drawing up protocols-acts of a special form (Appendix No. 3) and taking written documents from them. explanations, and then to the health center of the Enterprise for a medical examination.

The protocol-act and the act of medical examination of the employee for the state of intoxication (Appendix No. 4) are transferred to the heads of departments for the adoption of disciplinary measures. 1.12. Employees of the UB and Security have the right, if necessary, to require employees of the Company, third-party organizations and visitors to provide personal belongings, vehicles for inspection, as well as hand over a pass and other identification documents for an internal check and identification.

The decision to return the pass to an employee who has violated access and intra-object conditions is made by the head of the security department after an internal audit or clarification of the circumstances of the violation, and, if necessary, after he has been re-instructed on access and intra-object modes.

1.13. All employees of the Company, third parties and visitors prohibited:

  • stay at the Facilities and move around the territory without a pass;
  • hand over to someone their personal passes, mark someone else's pass in the SKD or escort another person into the territory (release from the territory) using his personal pass;
  • attempt to pass (pass through) to the territory of the Facilities outside the Checkpoint;
  • transport and bring into the territory of the Facilities firearms and cold steel, ammunition, explosive materials, explosive objects, highly effective poisonous, radioactive, narcotic and psychotropic substances (except for persons who have the right to do so in accordance with the procedure established by law), alcoholic beverages and other alcohol-containing liquids;

1.14. In the event of emergency situations and emergencies at the Facilities of the Enterprise: fire, explosion, armed attack, hostage-taking, etc. employees of the Company and employees of third-party organizations located at the Facility and visitors must strictly comply with the requirements of the employees of the Security Department and the Security, the leaders of the work to eliminate the consequences of emergencies, the leaders of the Facility where these works are carried out.

2. Access mode

2.1. The security company provides access control through the checkpoint (posts). The mode of operation of security guards and their duties to ensure access control are established by job descriptions, and special duties at specific checkpoints (posts) are established by post cards, which are approved by the Deputy General Director of the Security Enterprise.

2.2. The passage of employees of the Company, third-party organizations and visitors, import (export), import (removal) of goods and materials and other goods is carried out only through the checkpoint and with the appropriate passes.

The basis for issuing a permanent pass for employees of the Enterprise is the PMO referral cards.

Permanent passes to employees of the Enterprise are issued after passing the introductory briefing on health, safety, security, PS, access and intra-object modes and familiarization with this Instruction against personal signature in the referral card.

2.4.1. When issuing a pass, the inspector of the pass office of the GR of the Protection makes an entry in the referral card about the date of issue. In the future, all information about the loss of the pass, the issuance of a duplicate or replacement of the pass in case of deterioration, change in last name, position, mode of operation, transfer to another unit, etc., as well as the surrender of the pass in case of dismissal, are entered into the card.

2.4.2. A permanent pass gives the employee the right to enter (exit) the territory of the Company only at a set time in accordance with the work schedule established for him.

2.4.3. Changes in the working hours of the personnel are formalized by the Order of the General Director of the Enterprise on the basis of a memo from the head of the structural unit.

Upon receipt of this order, the inspector of the pass office of the GR of the Protection changes the access mode of a particular employee to the ACS and makes changes to the OUP referral card.

2.4.4. In the event that the pass goes out of working condition, the employee must contact the pass office of the GR of the Guard to find out the reasons for the malfunction.

The replacement of a pass that has become unusable through no fault of the employee is carried out at the pass office of the Security Guard after checking the operability (serviceability) of the pass. If the pass has become unusable due to the fault of the employee (the integrity of the plastic card has been violated or it has mechanical damage, or it has been melted, etc.), then a new pass is issued to the employee provided that he pays its full cost at the rate determined by the Order of the General Director “On paid pass processing services.

2.4.5. In case of loss of a permanent pass, the employee is obliged to inform the head of the unit about this. Based on the employee's application with the petition of the head of the unit addressed to the head of the PMO and a written explanation of the circumstances of the loss of the pass, a referral card is issued to the PMO.

On the basis of the referral card, a duplicate pass is issued to the pass office and issued to the employee subject to payment of the full cost of the pass.

2.4.6. When checking the pass, the Security guards have the right to detain the employee to identify him in cases where the appearance of the bearer does not match the photo on the front of the pass (the presence of a mustache, beard, other changes in appearance, age discrepancy, etc.), or when the sticker on the pass has become unusable (faded, worn out, etc.) and the identity of the employee cannot be established.

In order to avoid such cases, the employee is obliged to monitor the condition of the personal pass and, if necessary, immediately contact the security pass office for re-photographing or replacing the sticker. In these cases, the replacement of the sticker is free of charge.

2.4.7. Upon dismissal, the employee is obliged to return the pass to the pass office of the GR of the Protection on the day of dismissal. Having accepted the pass, the inspector of the pass office makes a note about the surrender of the pass in the "Certificate of undelivered material values". To complete the final settlement, dismissed employees go to the Facility with one-time passes.

2.5. Temporary personal passes on electronic media and in blank form are issued for a certain period of time to persons:

2.5.1. Before being transferred to the security clearance office of the State Security Service, official letters of application for issuing passes to employees of contracting (subcontracting) organizations must be endorsed:

  • the head of the structural unit of the Enterprise - the responsible executor under the work contract in order to ensure control by this head over the work and compliance by contractors with the on-site regime;
  • deputy general director or head of department (head of service) in the areas of activity of the Enterprise;
  • Head of the Security Department of the Enterprise.

Service letters-applications of contracting organizations are submitted by the applicants to the pass office of the GR of the Okhrana no later than 3 working days before the date of issue of the passes.

2.5.2. Temporary passes are issued only if there is a note in the list of employees of the organization, a memo from the head of the unit or an official letter of application from the head of a third-party organization about the briefing on health, safety, security, PS, access and intra-object modes.

Temporary passes on electronic media are issued and issued to persons who have entered temporary work at the Enterprise at the pass office on the basis of PMO referral cards after briefing on health, safety, security, PS, access and intra-object modes. These persons are subject to all procedures described in as holders of permanent passes.

2.5.3. A temporary pass gives an employee of a third-party organization the right to enter (exit) the territory of the Company only at a set time in accordance with the work schedule established for him.

2.5.4. Employees of third-party organizations who do not have personal passes or do not have photographs, in addition to passes, must also have identification documents with them.

2.5.5. In case of deterioration, loss of a temporary pass on an electronic medium, a duplicate pass is issued in accordance with paragraphs. and . of this Instruction.

In case of loss, deterioration of a temporary pass of a blank execution, a duplicate pass is issued according to service letters-applications of the heads of contractors in compliance with the procedures specified in.

If the blank execution pass has become unusable due to the fault of the employee, or he has lost it, a duplicate is issued to the employee provided that he pays its full cost at the rate.

2.5.6. If it is necessary to carry out further work at the facilities of the Company, the head of the contractor organization, at least 10 days before the expiration of the temporary passes, issues an extension in the same sequence.

2.5.7. In case of completion of work earlier than the period specified in the contract, or early termination of the contract, managers - responsible executors under work contracts under which third-party organizations work, are obliged to inform the Security Department of the Enterprise in advance about the planned date of completion of work.

2.6. One-time personal passes are a document giving the right to a single visit to the facility (structural unit) of the Enterprise during the day for one person.

During working hours, one-time passes are issued on electronic media by employees of the pass bureau of the GR of the Okhrana. When the pass office is not working, one-time passes on forms are issued by the assistant chief of the guard of the Security at the checkpoint - “Central Checkpoint”, which are subsequently handed over to the pass office.

2.6.1. A one-time visitor pass is issued on the basis of instructions from the General Director, his deputies (at the request of their secretaries) and heads of departments (heads of services).

The right to apply for a one-time pass is also granted to the heads of structural divisions on the basis of a memo filed the day before addressed to the head of the Security Department, or an application by phone at the pass office. After 17:30, an application for a one-time pass is submitted to the Assistant Chief of the Security Guard.

The heads of structural divisions who have submitted an application (memo) for the issuance of a one-time pass are personally responsible for meeting the visitor and observing the rules of the internal regime.

2.6.2. When issuing a one-time pass, the inspector of the pass office of the GR of the Protection introduces the visitor to the memo on the requirements of the pass and intra-object regimes at the facilities of the Enterprise, printed on front side(sticker) of an electronic one-time pass.

When issuing a one-time pass on the form, the assistant chief of the guard of the Guard is obliged to conduct a brief briefing on the requirements of the pass and intra-object regimes against signature on the back of the pass and tear-off spine.

2.6.3. A one-time personal pass issued on the basis of a driver's license and a technical passport serves at the same time as a one-time transport pass, because. it indicates the make (model) and state registration number of the vehicle.

2.6.4. After the visitor passes through the ACS turnstile, the security officer is obliged to check the presence of a pass. When the visitor leaves the territory of the Enterprise, the Security employee is obliged to control the delivery of the pass.

2.6.5. Passage of visitors to the territory of the Enterprise using one-time electronic passes is allowed from 08:00 to 17:00.

When leaving the Facility, one-time passes are handed over to the pass office or to a Security officer, who then passes it to the pass office.

2.6.6. For visitors to the TSB to pass through the checkpoint - “Checkpoint TSB”, one-time passes are issued in the order specified in paragraphs. and . of this Instruction.

2.6.7. Heads of structural subdivisions of the Enterprise must take into account that the invitation of visitors unreasonable by operational necessity is contrary to the interests of ensuring the security of the Enterprise, and when drawing up memos (filing applications) for issuing one-time passes in each specific case, carefully

determine their feasibility.

2.7. The procedure for admission of the personnel of the Enterprise, employees of third-party organizations and visitors.

2.7.1. The admission of employees of the Enterprise, third-party organizations and visitors to the territory of the Enterprise and the Objects is carried out only with passes of the established form.

Entrance of employees to the territory of the Facilities is allowed 1 hour before the start of the working day (shift).

All entries and exits of employees of the Enterprise, third-party organizations and visitors who have electronic passes must be registered in the ACS, regardless of the number of employee movements through the checkpoint during working hours.

2.7.2. In some cases, an employee of the Company who arrived at work without a pass for a good reason may be admitted to the facility with a one-time pass after filling out a written application form of the established form (Appendix No. 6) addressed to the head of the Security Department and after checking his belonging to a specific structural unit and coordination with the head of the department.

On weekdays, such a one-time electronic pass is issued by employees of the security clearance office of the Guard, and on weekends and holidays, in the evening and at night, on a typographical form, by the assistant chief of the guard of the Guard, after agreement with the enterprise dispatcher.

2.7.3. In the event of a production need to carry out repair and restoration, construction and other one-time overtime work on non-working days (weekends and holidays) or at night (after the end of the work shift), the admission of employees of the Company and third-party organizations to the Facilities is permitted upon written requests from the heads of structural divisions and third-party organizations agreed with the deputies of the general director and heads of departments of the Enterprise in the areas of activity.

Agreed applications for work at night, as well as on weekends and holidays are submitted to the head of the Security Bureau no later than 15:00 of the day preceding weekends and holidays.

The application must indicate the name of the object or place of work, the date, time of commencement and completion of work, positions, surnames and initials of specialists involved in the work, brands and state registration numbers of vehicles and (or) other equipment, as well as surnames, initials and contact numbers

responsible persons (seniors).

Persons indicated in the application, but not having passes, i.e. Those who have not passed an introductory briefing on safety, security, safety, access control and intra-object conditions are not allowed to work on weekends (holidays).

In emergency cases, the right to permit the admission of personnel for overtime work on weekends (holidays) and after hours (night time) is granted to the enterprise dispatcher.

Admission to the territory of the Enterprise of officials assigned to duty on holidays and weekends is carried out on the basis of passes on the basis of the duty schedule held by the dispatcher of the Enterprise.

The admission of personnel of divisions with a continuous cycle of work is carried out on passes in accordance with the established mode of operation (12-hour rotational mode).

2.7.4. The exit of the employees of the Enterprise from the territory on official, public or personal matters during the working day (shift) is carried out on the basis of leave notes (Appendix No. 7), signed by the heads of departments. Leave notes are issued in 2 copies.

Forms of leave notes are kept in departments by managers or authorized persons. According to the leave note, the employee can leave the Facility only within the specified time.

When an employee leaves the territory of the Facility, one copy of the leave note is handed over to the Security employee at the checkpoint. Exit and entrance on a leave note are carried out only through the ACS turnstiles. At the end of the working day, leave notes are handed over by employees of the Security to the pass office of the GR of the Security for their subsequent transfer to the OT, ZP and MP.

The second copy of the note remains with the head of the unit for control.

If it is necessary to delay the employee for a good reason when leaving for work, a leave note must be issued the day before, or immediately upon arrival at the Enterprise.

2.7.5. Deputy General Directors, heads of departments, heads of services and heads of structural divisions in case of departure from the Enterprise during the working day must obtain permission to leave from their immediate supervisors (by subordination), then make an entry in the "Journal of arrival and departure of the heads of the Enterprise" ” (Appendix No. 8), which is located in the reception room of the General Director with the Secretary.

At the end of the working day, the secretary of the General Director hands over the sheet of the specified Journal to the guard post to the head of the guard of the Guard.

Taking into account the entries in the Journal and on the basis of the entry (exit) marks of the leaders made by the security guard at the checkpoint - "Central Checkpoint", the head of the Security guard draws up "Information on the arrival and departure times of the leaders who have the right to travel to the territory of the Enterprise without a mark in the ACS" (Appendix No. 9), and employees of the pass office of the GR of the Protection on the basis of the data of the SKD - "Information on the time of arrival and departure of the heads of structural divisions" (Appendix No. 10).

By 12 o'clock the next day, all three of these documents must be handed over by the head of the guard to the Secretary General's office.

If it is necessary to delay at work, the above officials must obtain permission for the delay from their immediate supervisors and make an entry in the Journal the day before, or upon arrival at the Enterprise.

2.7.6. The head of the PMO is obliged, within one working day, by a memo (notice) to inform the UB about the movements of the employees of the Enterprise when changing their positions or transferring to another structural unit, as well as about the dismissed employees.

At the same time, the “Certificate of undelivered material assets” of the dismissed employee is not closed without the signature of the inspector of the pass office of the GR of the Protection.

The control of the timely delivery of passes upon dismissal of employees is assigned to the PMO.

2.7.7. The list of managers of the Enterprise who have the right to enter (passage) to the territory of the Enterprise without registering with the ACS and without inspecting vehicles is established by the General Director of the Enterprise (Appendix No. 11)

2.7.8. Persons accompanied by the General Director of the Enterprise, his deputies and the chief accountant are allowed to enter the territory of the Company's facilities without issuing passes and without inspecting vehicles.

2.7.9. The General Director, his deputies, heads of departments, heads of services, deputy chief engineer, head of software, employees of UB, OPB, OT and PS, OTN, CSO and ES have the right to enter the territory of all facilities of the Enterprise at any time of the day.

The heads of production facilities, workshops, departments and their deputies have the right to enter at any time of the day only to the Facilities and to the premises of the units entrusted to them (except for cases when they are involved in emergency and urgent work in other units).

In case of operational necessity, the right to enter the territory of the Facilities at any time of the day to specific employees of the Enterprise can be granted by the head of the security department on an individual basis, and in emergency situations - by the dispatcher of the enterprise.

2.7.10. Representatives of third-party organizations and visitors arriving at the facilities of the Enterprise for a period of not more than 1 day undergo a brief briefing on the access and intra-object regimes from an employee of the pass office or an assistant to the chief of the guard of the Security, and for a period of more than 1 day they are instructed on labor protection, PB, GB, PS, access and intra-object modes in the training class of the Enterprise, which organizes the OPB, OT and PS.

2.7.11. Admission of visitors to the premises of the plant management to the General Director, his deputies and heads of departments, to services and departments is carried out with passes. In addition, the security officer is obliged to enter the data from the visitor's identification documents into the Visitor Registration Log (Appendix No. 12).

2.7.12. At the end of the working day, the inspector of the pass office of the GR of the Protection checks the issued and returned one-time passes. In case of a shortage, informs the head of the guard of the Security to take measures to search for visitors and return passes.

2.7.13. On a daily basis, employees of the security checkpoint bureau, based on the data of the ACS, compile an electronic report on the time of arrival, departure and presence on the territory of all employees of the Enterprise and send it to the server by 10 o’clock local network Enterprises in the SKD data bank.

Access to this information is allowed only to representatives of the PMO, OT, SR and MC and UB in accordance with the "List of employees admitted to complete information with an archived SKD data bank" (Appendix No. 13).

2.7.14. The admission of representatives of state supervisory bodies is carried out with one-time passes in the following order:

  • employees of the state fire supervision, if they have certificates, are allowed at the direction of the General Director, Deputy General Director for Production and Chief Engineer.
  • employees of the federal tax inspectorate, if they have certificates, are allowed to enter the territory of the Enterprise at the direction of the General Director, Deputy General Director for Economics and Finance or Chief Accountant, accompanied by representatives of the accounting department or the treasury;
  • employees of the Ministry of Internal Affairs, the Federal Security Service, the Prosecutor's Office, the federal drug control service, the state customs service, the Ministry of Justice are allowed to enter the territory of the Enterprise at the direction of the General Director, Deputy General Director for Security, Head of the Security Department, accompanied by an employee of the Security Department. To obtain a one-time pass, they present service certificates to the pass office.

Prior to the issuance of one-time passes to the specified persons, employees of the security clearance office inform the Deputy General Director for Corporate Development, the Deputy General Director for Security, the Head of the Security Department, as well as the Head of the Security, about their arrival.

Employees of the Ministry of Internal Affairs, the Federal Security Service and the Prosecutor's Office (in accordance with applicable law) have the right to enter the territory and Facilities of the Enterprise on official ID cards without issuing passes and inspect them when pursuing persons suspected of committing crimes, or if there are sufficient grounds to believe that a crime has been committed there. or a crime is committed, an accident has occurred, as well as to ensure the personal safety of citizens and public safety in case of natural disasters, catastrophes, accidents, epidemics and riots. In these cases, the employees of the pass office (Security department) are obliged to immediately inform the Deputy General Director for Corporate Development, Deputy General Director for Security, Head of the Security Department, as well as the Head of Security, about their arrival, in order to organize escort of representatives of these departments through the territory of the Enterprise and the Facilities.

Employees of all the above federal supervisory authorities carry out control and inspection functions on the territory of the Enterprise only on the basis of written instructions.

When issuing one-time passes to the specified persons, employees of the security pass bureau are required to check the instructions and personal service certificates and enter the necessary data in the “Book of Inspections by the Inspecting Bodies of Enterprise Facilities” (Appendix No. 14), inform the Deputy General Director for Corporate Development, the head of the inspected service, management, department, subdivision.

2.7.15. Employees of territorial authorities (regional and municipal) are allowed to enter the territory of the Enterprise at the direction of the General Director, Deputy General Director for Public Relations.

2.7.16. Media workers are allowed to enter the territory of the Facilities on the same basis as visitors, and must be accompanied by representatives of the Company appointed by the General Director or Deputy General Director for Public Relations with the obligatory notification of the Head of the Security Department.

2.7.17. Entry and exit through the checkpoint - "Central checkpoint" of OSS vehicles is carried out on the basis of a list approved by the head of the Security Department without issuing one-time passes and inspection. At the same time, it is enough for OSS employees to present service certificates to the Security employee. The time of entry and exit and the state registration numbers of these vehicles are recorded by the security guard at the checkpoint - "Central Checkpoint" in a workbook.

2.7.18. Crews of fire engines, gas rescue service, teams of emergency and medical services on special vehicles with sound and light signals turned on to eliminate fires, accidents and provide emergency care injured.

2.7.19. In cases of an emergency at the Company's facilities during non-working hours, repair teams and maintenance personnel of these facilities are allowed to enter the territory by the Security employees with the permission of the head of work to eliminate the accident (in accordance with the Emergency Response Plan) or in agreement with the Company's dispatcher.

2.7.20. The admission of personnel of third-party organizations engaged in independent production activities or other economic activities on the territory of the Enterprise is carried out on the basis of permanent and temporary passes of the established form, issued on the basis of letters of application from the heads of the relevant organizations addressed to the head of the Security Department.

Passes are issued to employees of these organizations after they have passed an introductory briefing on health, safety, security, PS, access and intra-object modes and familiarized themselves with this Instruction.

The admission of visitors to these organizations is carried out on the basis of one-time passes issued on the basis of applications (memos) of the heads of organizations in the manner set forth in.

2.8. The order of admission of excursions to the objects of the Enterprise.

2.8.1. Tours are available only during the daytime and on weekdays.

2.8.2. The basis for the admission of excursionists to the territory of the Facility is the written permission of the General Director on the memo of the official organizing the excursion, agreed with the Deputy General Director for the ownership of the units visited.

If during the tour it is planned to film, photograph or video shoot, then the memo reflects where and how the shooting will be done. Such a memo is agreed with the head of the UB.

The memorandum must contain information about the senior group of excursionists (position, surname, name, patronymic), the number of excursionists, in which units the excursion is organized, date, time and duration of the excursion. The memorandum is accompanied by a list of excursionists indicating their surnames, names and patronymics.

2.8.3. Tourists are allowed to enter the objects in groups of up to 30 people under the guidance of a guide from among engineering personnel or managers of the Company. The guide is appointed by the deputy general director for the belonging of the visited units, who agreed on the memo.

2.8.4. The tour guide must:

  • present the issued permit to the Security;
  • before entering the territory of the Enterprise, together with the assistant chief of the guard of the Security, check the sightseers according to the list, delete those absent from it;
  • constantly stays with tourists throughout the entire time of their presence on the territory of the Enterprise;
  • when leaving the territory of the Enterprise, make sure that all the excursionists left the territory and make a mark on the permit about the time the excursion was on the territory;
  • to hand over the permit to the pass office of the GR of the Protection.

2.8.5. Before the start of the tour, a representative of the FSC, HSE and PS is obliged to brief the tourists on HSE, HSE, PS and rules of conduct at the facility, make a note about the briefing in the list of tourists.

2.8.6. Tourists are strictly forbidden to bring film, photo and video recording equipment into the territory of the Enterprise and make film, photo or video recording without the written permission of the General Director of the Enterprise.

Entry (exit) of the group to the territory of the Objects is carried out only in full strength according to the list.

Latecomers to the beginning of the excursion to the territory of the Enterprise are not allowed. An attempt to stay on the territory, as well as to arrive at the checkpoint in order to leave the group early is a violation of the established rules for conducting excursions.

If the excursionists violate the rules of conduct on the territory of the Enterprise, the manifestation of facts of indiscipline, the guide has the right to remove the violators of discipline or the entire group from the object, making a note about this on the permit, and report this to the head of the UB and the deputy general director for public relations.

2.8.7. In some cases, an excursion on the territory of the Objects is possible using vehicles, the entry permit of which is authorized when considering an application for an excursion.

2.9. The procedure for admission to the territory of the Enterprise of vehicles.

2.9.1. Entry (exit) of vehicles, regardless of their ownership, to the territory of the Company is carried out only through the entrance automobile gates of the checkpoint.

All vehicles, both at the entrance to the territory of the Enterprise, and at the exit from it, are subject to inspection by the Security employees (with the exception of vehicles of the heads of the Enterprise who have the right to enter the territory of the Enterprise without a mark in the ACS and without inspection of vehicles). Inspection of vehicles without the participation of the driver is prohibited.

The inspection of vehicles is carried out in viewing area. The inspection zone of the checkpoint - "Central checkpoint" is defined by the border from the entrance gate equipped with a barrier to Artificial irregularities ("anti-speed shafts") in both directions. In the inspection area, both on one side and on the other, there should be only one car each.

The rest of the vehicles, waiting for the inspection, do not have the right to cross the Artificial Roughness towards the gate until the inspection area is cleared.

2.9.2. The procedure for the movement of vehicles on the carriageway on the territory of the Company is determined by road signs and markings in accordance with the "Rules of the Road of the Russian Federation" and local regulations of the Company.

The speed of vehicles on the territory of the Enterprise on the central road should not exceed 40 km/h, and on all other adjoining roads - 20 km/h.

2.9.3. The entry of vehicles belonging to the Company into the territory of the facilities and its exit is carried out only upon presentation by the driver of a permanent personal and transport pass. Drivers of vehicles of the Enterprise, when entering and exiting multiple times during the working day, do not mark personal passes in the ACS, but only mark them at the entrance to work and when leaving work after the end of the working day Entry into the territory of the cars of the Enterprise that arrived with cargo at the address of the Enterprise during non-working hours , is made in the presence of personal and transport passes. The bill of lading (or a copy thereof) is handed over to the assistant chief of the security guard (for subsequent submission to the pass office).

The cargo is transferred under guard in a sealed (sealed) form to the head of the guard of the Guard. The parking place for such vehicles is determined by the service of the Deputy General Director for Commerce and Transport and agreed with the head of the Security Department, about which the management of the Security is notified. Control over the placement of vehicles in a designated place is assigned to the head of the Guard of the Guard.

2.9.4. Entry and exit of cars of third-party organizations to the territory of the Facility, which arrived with cargo at the address of the Company during working hours, is permitted with a personal temporary driver's pass issued by the security clearance office indicating the brand and state registration number of the vehicle or with a one-time transport pass on electronic media , which for the driver is also a personal pass. At the same time, the consignment note for the goods (or its copy) is transferred to the pass office of the GR of the Protection. The entry of such cars is carried out by a regular driver, and the representatives of the consignor, other passengers enter the territory of the Facility through the checkpoint using personal temporary passes or after registration

one-time passes.

The admission of vehicles of third-party organizations engaged in independent production or other economic activities on the territory of the Enterprise is carried out on the basis of permanent and temporary transport passes of the established sample, issued on the basis of letters of application from the heads of the relevant organizations addressed to the head of the Security Department.

Admission of vehicles of visitors to these organizations is carried out on the basis of one-time transport passes issued by the Pass Office of the GR of the Protection on the basis of applications (memos) of the heads of organizations.

2.9.5. Vehicle transport of visitors is allowed only during working hours with a one-time transport pass on electronic media, which is also a personal pass for the driver.

The procedure for issuing temporary and one-time transport passes is fully consistent with the procedure for issuing temporary and one-time personal passes (paragraphs . and . of this Instruction).

At the same time, the heads of the structural divisions of the Enterprise should take into account that the unjustified operational need for the passage of visitors by motor transport is contrary to the interests of ensuring the safety of the Enterprise, and when drawing up memos (filing applications) for issuing one-time transport passes, carefully determine their expediency in each specific case.

2.9.6. Motor transport going to the territory of the TSB (through the checkpoint - “Checkpoint TSB”) is allowed to enter the specified facility using transport passes issued by the pass office of the GR of the Protection. The time of arrival and departure of vehicles is recorded by the security guard at the checkpoint in the Logbook of entry and exit of vehicles at post No. 25 (checkpoint - “Checkpoint TSB”).

2.9.7. Personal transport of employees of the Company is allowed only with personal transport passes.

The movement of personal vehicles on the territory of the Enterprise is allowed only for travel to equipped workshop parking lots. Parking in other areas of the enterprise is prohibited.

The basis for issuing a transport pass for the right to park vehicles in general factory parking lots or workshop parking lots at the pass office of the Security Guard is a personal application of its owner with a request from the head of the unit addressed to the head of the security department and with a permission visa from the head of the security department for issuing a pass.

The driver of personal vehicles has no right to pass through the checkpoint without marking a personal pass in the ACS.

2.9.8. Control over the implementation of the schedule and intervals for the movement of buses transporting employees of the Enterprise is assigned to the head of the transport department.

2.9.9. Entry of any vehicles to production sites without a spark arrester on the muffler of the car and parking in unmarked and not equipped places (i.e. outside the workshop parking lots), as well as under overpasses and closer than 9 meters from them, in order to comply

2.9.10. When passing through a checkpoint the driver of the vehicle must:

  • stop the car in the inspection area and get out of the car;
  • present your personal and transport passes in the hands of the security officer;
  • disembark passengers and direct them to the checkpoint building to pass through the ACS turnstiles;
  • fulfill all the requirements of the Security or UB employees to inspect the vehicle: open the trunk, hood, raise the seats, present the body for inspection, etc.;
  • make a note of a personal pass in the ACS (with the exception of full-time drivers of transport belonging to the Company).

2.9.11. Special vehicles of the fire brigade, gas rescue service, ambulance, law enforcement agencies arriving at the facilities of the Enterprise in connection with emergencies or exercises, following with special signals turned on, are allowed to pass freely, and when leaving the facilities they are inspected by the Security in a general manner. Information about such cars is recorded by the guards at the checkpoint in a workbook with a report to the head of the guard of the Guard.

2.9.12. Any vehicle driven by a driver who is suspected of using alcohol or narcotic and toxic substances is not allowed on the territory of the Company. The driver is escorted to the office of the Security to draw up a protocol-act and take a written explanation, and then to the health center of the Enterprise for a medical examination.

A protocol-act of a special form and an act of medical examination for the state of intoxication of a person who drives a vehicle (Appendix No. 15) are transferred to the heads of departments for taking disciplinary measures.

If a driver of a third-party organization is identified in a state of alcoholic, narcotic or toxic intoxication, penalties are applied to this organization in accordance with the concluded agreement.

In the event that medical workers of the health center detect the intoxicated state of the driver of the Company during the pre-trip check, they are obliged to report this fact to the dispatcher of the Company and the head of the Security Department, then draw up a medical examination report on the state of intoxication of the person who drives the vehicle, which is subsequently transferred to the head of the structural units to take disciplinary action.

2.9.13. In cases of temporary importation into the territory of the Enterprise (transit) in cars of any goods and materials, the driver is obliged to inform the Security employee about this at the entrance and personally make an appropriate entry in the “Register of Temporarily Imported Property” (Appendix No. 16).

Exported goods and materials, not declared by the driver at the entrance to the territory of the Enterprise, are considered illegally exported and remain in safekeeping in a special room of the Security until the end of the proceedings. At the same time, a protocol-act on unauthorized export of property is drawn up against the driver of the vehicle.

2.9.14. The administration of the Enterprise and employees of the Security are not responsible for the safety of vehicles in parking lots and car parks located on the territory of the Enterprise and the adjacent territory. They also do not bear material or other liability to the owners.

2.9.15. UB and Security employees have the right to control the order of movement of vehicles on the territory of the Company's facilities and its parking, including in workshop parking lots and general factory parking lots, and also have the right to check the documents of drivers and passengers following with them.

2.10. The order of entry and exit of railway transport.

Railway gates must always be in the closed position. The opening of the gate is carried out by the employees of the Security only at the direction of the dispatcher of the railway shop.

Diesel locomotives before leaving and entering through the railway gates are subject to inspection on a general basis.

Members of the locomotive-compiling brigade must always have a personal pass with them and present it in the hands of a security worker at his request.

In diesel locomotives, it is prohibited to transport passengers through the railway gates of the Enterprise, except for the crew members, and the transport of any goods and materials.

2.11. The procedure for the export of products, import (export), entry (removal) of goods and materials. material passes.

2.11.1. The organization of control over the provision of the order of import (export), entry (removal) of products and goods and materials, as well as their movement is assigned to the UB.

Measures to control the movement of all goods and materials through the checkpoint of the Enterprise are directly carried out by the employees of the Security.

2.11.2. The basis for the export (removal) of products and other material assets from the territory of the Enterprise are waybills of standard forms approved by the State Statistics Committee of the Russian Federation and material pass Enterprises (Appendix No. 17).

When checking the correctness of the invoice for the export of products, the employees of the Security pay attention to the obligatory presence in the invoice of the date on which it was issued, verify the signatures with the existing signature samples, check the presence of all necessary registration signatures and marks.

Waybills must be issued for each vehicle exporting the products of the Enterprise. Each invoice must have its own separate registration number.

The consignment note is a one-time document and, after verifying that the consignment note conforms to the quantitative composition of the exported products and the Security employee's mark on the check, it is transferred to the security clearance office.

The invoice for the export of products is valid for five calendar days from the date of issue. If the specified period of validity of the consignment note is exceeded, the products are not subject to a pass through the checkpoint.

2.11.4. Export (removal) of all other goods and materials from the territory of the Enterprise, regardless of the form and type of accompanying documents issued, is allowed only if there is one established by these Instructions material pass.

A material pass is issued in a structural unit. It contains the date of export (removal) of goods and materials, the name of the unit, brand, state number, the name of the driver of the vehicle (if goods and materials are exported) and the purpose of export (removal). Then all information about the exported (removed) goods and materials is entered there.

Only the heads of departments and persons replacing them by order can authorize the export of goods and materials from the territory of the Enterprise. If necessary, the authorizing signature can be put by the immediate supervisor of the head of the unit.

Immediately before the export (removal) of goods and materials, the responsible person of the unit coordinates the material pass with the representative of the UB, who assigns it a serial registration number and certifies it with the stamp "Security Department". The attached accompanying documents for goods and materials are signed by the heads of departments and financially responsible persons. They are provided to the UB along with a material pass, but are not subject to registration.

The basis for the release from the territory of the Enterprise through the checkpoint of any goods and materials (except for products) for a Security employee is a material pass issued and registered in the UB. When checking the correctness of issuing a material pass, the employees of the Security pay attention to the date on which it was issued, verify the signatures with the existing signature samples, and check the availability of all necessary records and details.

Material pass, waybill, permission are filled in only one handwriting and one ink, with any corrections they are considered invalid.

The material pass is also a one-time document and after checking the compliance of the goods and materials listed in it with the quantity and numbering of those exported and the marks of the Security employee on the check, it is transferred to the pass office of the GR of the Security.

The material pass is valid for the day indicated on it. In case of an overdue date, goods and materials are not subject to passing through the checkpoint.

2.11.5. Return (exchange) to suppliers of goods and materials and spare parts that have not passed the input control, export of equipment for verification, revision, warranty and post-warranty repairs is carried out on the basis of a material pass and an invoice of a standard interbranch form No. M-15.

2.11.6. Garbage and other municipal solid waste are removed to the dump on the basis of a material permit and a requirement signed by the head of the economic department, and construction and installation waste and construction waste are removed on the basis of a material permit and a requirement signed by the Deputy General Director for Capital Construction and Investments.

2.11.7. The removal of scrap metal is carried out on the basis of a material pass and an invoice signed by the Deputy Head of the Logistics Department, agreed by the Deputy General Director for Commerce and Transport, as well as a permit issued by the truck scale operator.

2.11.8. Tools, consumables in small quantities, which, due to the specifics of the production activities of the unit, are constantly used at various facilities of the Enterprise, as well as overalls sent for washing (dry cleaning) can be moved through the checkpoint of the Enterprise only with material passes, without other accompanying documents.

2.11.9. Export and removal from the territory of the Enterprise of products, materials, scrap metal, sold waste, containers and other goods and materials purchased by employees of the Enterprise for non-cash payments is carried out on the basis of a material pass and invoice form No. M-15, agreed with the Deputy General Director for Commerce and Transport or Deputy General Director for ownership of the sold

materials.

2.11.10. Documents for the export (removal) of goods and materials are issued only for such a quantity of cargo (pieces, weight, volume, etc.) that can be exported (removed) on one flight, and are valid only on the date specified in the permit document.

2.11.11. When taking out (taking out) goods and materials, security workers at the checkpoint must verify the actual availability of material resources with the name and quantity indicated in the material pass. In case of export of sealed cargo, check the seals for their compliance with the available samples.

If the exported (exported) goods and materials submitted for inspection correspond to the data indicated in the material pass, the Security employee makes a note in this pass indicating the time of issue, his last name and signs.

All documents for the export (removal) of goods and materials at the end of the working day are handed over by the assistant chief of the guard of the Guard to the pass office of the GR of the Guard according to the register.

2.11.12. In cases where it is not possible to identify the cargo intended for export during the inspection at the checkpoint, the person responsible for the export of the goods must through the chief of the guard of the Guard, invite a representative of the Guard to control the loading.

After checking the goods and materials loaded into the car for compliance with the presented material pass and invoice, the Security representative accompanies the car to the checkpoint, where he notes the date and time of the check on the material pass and signs, thereby allowing the car to leave with the checked cargo.

2.11.13. The basis for the export (removal) of technical and other documentation marked "Commercial secret" and "Confidential" is a material pass agreed in the UB. A material pass is issued only if there is a memo from the head of the structural unit, agreed with the head of the Security Department of the Enterprise.

2.11.14. Registration of a material pass for the export (removal) through the checkpoint of any information carriers and computers is also carried out on the basis of a memo from the head of the structural unit, agreed with the head of the UB.

2.11.15. On weekends and holidays, in case of an urgent need for the removal (removal) of goods and materials, the material pass has the right to register and approve the dispatcher of the Enterprise.

In this case, the UB representative responsible for registering and accounting for material passes before leaving work on the eve of the weekend (holidays) informs the next registration number to the dispatcher of the Enterprise.

The dispatcher of the Enterprise, after registration and approval of the material pass, is obliged to make a note in the dispatch list, for the subsequent transfer of information to the responsible representative of the UB.

2.11.16. The list of positions with sample signatures of officials who are granted the right to sign documents for the release of products and goods and materials is annually developed by the service of the Deputy General Director for Commerce and Transport and approved by the General Director.

The approved lists for the next year are submitted to the UB and to the Guard before the end of the current year.

If necessary, these lists can be supplemented and changed during the calendar year.

2.11.17. All movements of goods and materials through the checkpoint for import are carried out according to waybills of standard forms approved by the State Statistics Committee. At the same time, one copy of the accompanying document is handed over to the pass office of the GR of the Guard, and on weekends (holidays) - to the worker of the Guard for subsequent transfer to the pass office according to the register.

Import of tools Supplies, property of private individuals in small quantities, as well as goods and materials that are not the property of the Company for a short period of time (from 1 to 30 days) and their export by employees of the Company and third-party organizations is carried out on the basis of an entry in the “Register of Temporarily Imported Property”.

When third-party organizations import equipment, tools and materials for the production of construction, installation, repair work for a long time, on the basis of a letter agreed with the UB, a representative of the organization draws up an inventory of the imported property in 2 copies.

After checking the availability and compliance of the property entered in the inventory, copies of the inventories are signed by representatives of the contracting organization and employees of the Security. One copy of the inventory is transferred to the organization, and the other is kept by the assistant chief of the Guard of the Guard at the checkpoint in a separate folder. Subsequently, the export of the specified property is carried out in accordance with the inventory.

2.11.18. Persons illegally removing (taking out) goods and materials from the territory of the Facilities, i.e. without a material pass and other accompanying documents, as well as those detained on the territory adjacent to the Objects of the Enterprise on suspicion of theft of material assets of the Enterprise, are escorted to the premises of the Security. Discrepancies in the quantity of exported products, goods and materials with the data of the material pass, invoice upwards, are also considered theft.

Employees of the Security draw up a protocol-act on the detainees, take written explanations, and the material resources remain in safekeeping in a special room of the Security until the end of the proceedings. The Head of the Security Guard shall immediately orally inform the Head of the UB about the fact of detention, followed by the transfer of the original protocol of detention, passes and written explanations to him.

2.11.19. Material assets confiscated from detainees due to incorrect execution of documents for export (removal) are returned to the owner (responsible person) against signature in the protocol-act of detention after he properly completes the documents.

2.11.20. Export-import of products and other goods and materials by rail is carried out in accordance with the requirements of the organization standard STO QMK 22 "Railway transport management" and "Instructions on the procedure for servicing and organizing traffic on a non-public track "Organization".

To control the movement and timely opening of the railway gates, the time of import and export is reported by the dispatcher of the railway workshop to the assistant chief of the Guard of the Guard.

3. Intra-object mode

3.1. Only persons working in this shift, having passes of the established sample and persons having one-time passes - at the time set for them, can be on the territory of the Enterprise.

If it is necessary to visit industrial training, meetings, offices of the administration of the Enterprise outside of his shift, the employee of the Enterprise must coordinate the visit with the head of his structural unit.

Control over the timely start and end of the working day, over the correct use of working time and lunch break is carried out by the heads of structural divisions.

Employees of the Enterprise and visitors who are on the territory of the Enterprise without permission beyond the established time (with the exception of the persons indicated in), are detained by the Security employees with the preparation of a protocol - an act and are released from the territory of the Enterprise by the head of the guard of the Security after finding out the reasons for their delay.

3.2. According to the ACS data, OT, WP and MC check the time of arrival and departure of employees to and from the territory of the Enterprise in order to identify violations of the start and end times of work established by clause 5.2. Internal labor regulations.

In the event that a violation of health, safety and labor protection is revealed, together with the PMO and the head of the structural unit in which the employee who committed the violation works, they check the cause of the violation.

Based on the results of the audit, the head of the structural unit for the implementation of control provides information on the measures taken to the OT, the RFP and the LE and the PMO.

In case of imposing a disciplinary sanction, a copy of the order is provided to the PMO.

3.3. Persons staying at the Facilities or attempting to enter or leave the territory of the Company in a state of alcoholic, narcotic or toxic intoxication are subject to detention.

The procedure for actions in these cases of employees of the Security, the health center of the Enterprise and other officials is defined in paragraphs. and . of this Instruction.

3.4. In case of detection (discovery) of the fact of theft of material assets at any of the Enterprise's Objects, the employee of the Company who discovered the theft is obliged notify the management of this Facility, the UB and the Security about this.

3.5. When material assets are found on the industrial site and the adjacent territory of the Enterprise, stored outside the warehouse or production premises, equipped storage areas, as well as when unclosed containers, change houses, mobile workshops with goods and materials are found, the Security employees report this to the head of the Security guard, make up protocol-act on improper storage of goods and materials and

take all possible measures to ensure their safety until their owner is identified.

If it is impossible to establish the owners of the discovered material assets, the Security employees document the fact of discovery ( detailed description objects or things, location with a diagram attached, an act of weighing or measurements) and, together with the protocol-act, transfer the material to the head of the guard.

The head of the security guard of the Security immediately reports this fact to the management of the Security to inform the head of the Security Department of the Enterprise, followed by sending documents on this fact to the Security Department.

Upon receipt of the information, the UB conducts an internal investigation to establish the owner who owns these material assets, or unclosed containers, change houses, mobile workshops, and requires action to be taken on the facts of improper storage of goods and materials. If the owner is not identified, the discovered material assets are handed over to the OMTS warehouse for posting.

3.6. Upon receipt of a signal about the occurrence of an emergency (fire, explosion, natural disaster, etc.), the Mobile Security Group, upon arrival at the scene, cordons it off in cooperation with the head of the emergency response work, or with the enterprise dispatcher.

Travel (passage) directly to the scene is allowed only for service personnel, managers of the Facility and the Enterprise, as well as persons, vehicles involved in the liquidation of an emergency and establishing the cause of its occurrence.

The duty to control the timely and complete evacuation of personnel, property and documentation rests with the heads of departments and those responsible for the fire situation.

3.7. The procedure for carrying out work in the protected zone.

3.7.1. The security zone is the strips of the territory adjacent to the perimeter fence of the Objects 5 meters wide, both on the outside and on the inside of the fence.

3.7.2. Carrying out repair work in the security zone, the impact (in case of production necessity) on the perimeter fence is subject to prior approval from the Deputy General Director for Security.

3.7.3. Warehousing of building materials, equipment, containers, other items, planting trees and shrubs, construction of structures in the buffer zone is prohibited.

3.7.4. Persons who are without permission in the security zone are violators of the access and intra-object regimes and are escorted to the office of the Security to establish the identity and purpose of being in the security zone, draw up a protocol-act.

3.8. All premises of the Enterprise upon completion of work are inspected by persons responsible for their fire-prevention condition.

Electric lighting, electric heating equipment, as well as office equipment is de-energized, windows and vents are closed, doors are locked.

Premises subject to sealing shall be sealed.

3.9. Closing (opening) of premises equipped with burglar alarms, the procedure for handing over objects (premises) under protection is defined in the “Instructions on the procedure for handing over under protection and acceptance from protection of office premises and objects "Organization" to the centralized monitoring console of the Guard.

3.10. When committing the theft of personal property of employees of the Company and third-party organizations, as well as goods and materials of the Company, committed from unclosed office premises, locker rooms during working hours, or from those left open during non-working hours, the employees of the Security Guard do not bear material responsibility.

For each case of the theft of personal property and material assets from unsecured premises, the heads of structural divisions conduct an official investigation with the involvement, if necessary, of the employees of the Security Department of the Enterprise. Proceedings are reported to the Deputy General Director for Security.

3.11. Employees of the Company, third parties and visitors must comply with:

  • internal labor regulations of the Enterprise;
  • routes and rules for pedestrian and vehicle traffic on the territory of the Enterprise, as well as the procedure and rules for parking vehicles;
  • requirements of legal regulations and other documents in the field of labor protection, industrial and fire safety, environmental legislation.

Failure to comply with the above requirements is qualified as a violation of the internal regime.

3.12. All movement within the territory by employees and visitors of the Company is carried out only with passes.

3.13. Smoking on the territory of the enterprise is allowed only in specially designated areas equipped with trash cans, sandboxes and water containers.

The list of smoking areas must be agreed with the head of the security, safety and security department and the fire department, approved by the chief engineer - head of the Supervision and Development Department, and the places themselves are marked with signs.

3.14. Persons detained for violating the intra-object regime are transferred to the office of the Guard to give a written explanation and draw up a protocol-act on the violation. These materials are transferred to the UB, and from there they are sent to the heads of departments for disciplinary action.

3.15. Potentially dangerous (critical) Facilities of the Enterprise are fenced off from the common territory with engineering and technical facilities and equipped with security alarm and video surveillance systems. The order of access to these Facilities is established by the Deputy General Director for Security.
