Story

The "Russian Book Chamber" (RKP) - originally the "Book Chamber" - was established on April 27 (May 10, according to a new style), 1917 in Petrograd by a decree of the Provisional Government at the initiative of the Russian Bibliological Society. It became the world's first public institution created specifically for the registration of printed works.

In 1920, by decree of the Council of People's Commissars of the RSFSR, the "Book Chamber" was transformed into the "Russian Central Book Chamber" under the State Publishing House and transferred to Moscow; in 1936, by a decree of the Presidium of the Central Executive Committee of the USSR, it was reorganized into the "All-Union Book Chamber"; in 1992, by decree of the President of the Russian Federation, it was renamed into the Russian Book Chamber.

In accordance with Decree of the President of the Russian Federation of December 9, 2013 No. 894 “On some measures to improve the efficiency of the state media”, the Russian Book Chamber became a branch of the Federal State Unitary Enterprise “Information Telegraph Agency of Russia (ITAR-TASS)”.

Tasks and functions

The Russian Book Chamber is the largest scientific and methodological book business center in Russia, the main tasks of which are maintaining the state bibliography, indefinite storage of legal copies, publishing statistics and registration of publications, according to the international standard numbering ISBN, ISMN, ISSN.

The functions of the Russian Book Chamber include:

Control over the execution by publishing houses of the Federal Law "On the legal deposit of documents";

Indefinite storage of an obligatory copy of printed matter, regardless of its subject matter and specialization, in the National Depository, and from January 2017 - a copy of a printed publication in electronic form;

Development of state standards in the field of book business;

Acquisition of funds of the leading libraries of Russia with obligatory copies of publications;

Assignment of indices of international standard numbering of publications: ISBN, ISMN and ISSN;

Issue of state bibliographic indexes, scientific monographs and collections, as well as the journal "Bibliography and book science";

Maintenance of the information system "Books in stock and printing" (Russian Books in Print);

Reference and information services for executive and legislative authorities, publishers, distributors, libraries and other organizations, as well as individuals in the field of book business;

Funds of the Russian Book Chamber. National Depository of Legal Deposits of Documents.

The National Depository of the Russian Book Chamber contains over 80 million units of storage of all domestic printed products, without exception, regardless of subject matter, specialization and volume. This is the most complete and unique collection of printed matter in the world in Russian and the national languages ​​of the peoples of Russia.

Funds of legal copies of publications began to form in the Russian Book Chamber in May 1917. They have never been subjected to political and ideological purges and have not been transferred to other organizations.

Introduction

At the beginning of the century, Russia was one of the largest book publishing countries in the world. In 1913, more than 30,000 titles of books and pamphlets were published on its territory (within the borders of the former USSR), with a total circulation of about 100 million copies. In terms of quantitative indicators, Russian book publishing was second only to Germany and significantly outstripped such countries as England, France and the United States. However, the developed book industry was in the tight grip of autocratic censorship, hand and foot entangled and the literary process, and publishing, and printing production. The Main Directorate for Press Affairs within the Ministry of the Interior of Tsarist Russia and its subordinate institutions in the field, " obsessed,- as contemporaries wrote, - one desire - to stifle any free thought and busy only with the fact that there should be as little as possible the printed word in Russia, leaving in complete disregard other functions that had nothing to do with censorship, but which cannot but be recognized as of great national importance ". These also included the registration of printed works, which, if the case was properly set up, should have given a picture of the cultural state of the country.

That is why one of the first acts of the Provisional Government, prompted by the demands of the democratic public immediately after the February Revolution of 1917, was the abolition of the Main Directorate for Press Affairs. The Special Commission created on this occasion, chaired by the Commissioner of the Provisional Government, Count D.P. Kapnist, prepared a note stating that the abolition of the Main Directorate did not raise any doubts, "heavy guardianship imposed by the overthrown regime on Russian public life was the most sensitive and intolerant in its manifestations in relation to human thought and the spiritual creativity of the people" .

The commission stated that in this area the struggle of tsarism against the public reached extreme tension, and the activities of the organization that led all censorship institutions aroused the most acute and undisguised hatred.

In accordance with the proposals of the Kapnist Commission, on April 27 (May 10), 1917, a decree of the Provisional Government "On Institutions for the Press" was adopted, by which the Main Directorate for Press was abolished, and instead a bibliographic institution of a completely different kind was created, which was called "Book Ward".

1.History of the Russian Book Chamber

The Russian Order of the Badge of Honor Book Chamber is the national center for state bibliography, statistical accounting and international numbering of publishing products, standardization and scientific research in the field of book business, the national depository of legal copies of all printed publications published in Russian Federation. The Russian Book Chamber was founded in 1917. The Chamber carries out state registration of all types and types of domestic publications, distributes legal copies among the largest libraries in the country, almost completely providing them with free acquisition of domestic publishing products.

The variety of publishing products of our country is reflected in the state bibliographic indexes regularly issued by the Chamber (“Book chronicle”, “Chronicle of abstracts of dissertations”, “Cartographic chronicle”, “Chronicle of reviews”, “Chronicle of art publications”, “Music chronicle”, “Chronicle of journal articles” , "Chronicle of newspaper articles"), statistical yearbooks and other information publications. The Chamber also forms electronic data banks.

The Chamber has been and is one of the main guarantors of the preservation of the book memory of the nation, because - unlike libraries, which usually have a certain acquisition profile - it collects all published printed materials. The depository of the Chamber is designed for eternal storage and exhaustive completeness of incoming publishing products in the form of legal copies of books, brochures, magazines, newspapers, posters, posters, abstracts of dissertations, postcards, etc., etc. The press archive has more than 82 million items, which is almost twice as much as the largest Russian libraries. It acts as a kind of insurance library fund and a repository of little-sought literature.

The Book Chamber contributes to maintaining and raising the level of book culture by developing and implementing various national publishing design standards, Scientific research(including predictive ones) of the book market, reading problems, the place of books in society. Many of her proposals and recommendations have already been put into practice or accepted for execution within the framework of Moscow and federal programs to support book publishing and reading.

2. The main functions of the activities of the RCP

As a national center of state bibliography, the RCP performs such important functions as:

· bibliographic registration, accounting of all types of printed works published in the country and for all branches of knowledge, and other replicated products (audio and video materials, disks, etc.);

· release of the State Budgetary Institution of Ukraine system and the information bulletin "New Books of Russia"; acquisition of library collections (based on the legal deposit system);

· centralized cataloging (issue of printed bibliographic cards for catalogs and file cabinets of various libraries);

retrospective accounting of printed materials; development of standards and other regulatory documents; print statistics; storage and use, as well as restoration of the lost parts of the National Depository (State Archive of the Press);

maintaining a reference and bibliographic apparatus; reference and bibliographic services for organizations and institutions, libraries on issues related to the industry (printing, book business), problems of state bibliography, etc.

Traditionally, the RCP performs the functions of the largest research institution and the organizational and methodological center of the industry. Being a research institute by status, the RCP is engaged in the study of general problems of bibliology (for example, the collection "Book. Research and Materials" has been published for years). Being an organizational and methodological center for the book chambers of the constituent entities of the Russian Federation, the RCP pays much attention to the unification of methodological decisions on bibliographic selection, compilation of materials reflected in the State Budgetary Institution, their classification, equipping republican State Budgetary Institutions with auxiliary indexes according to the composition of the SPA, etc.

These functions are performed by the relevant divisions of the RCP. For example, along with the departments of the RCP as a national bibliographic center, it also has a Center for Information and Publishing Technologies (CIIT), which, together with the Liberea publishing house, publishes the “Books in stock and printing” catalog (RussianBooksinprint), the editors of the Bibliography magazine, the publishing house Book Chamber International, Book Institute and others.

At the same time, the RCP also has new functions due to the peculiarities of the current stage in the development of the state bibliography - the active development of network technologies, the completion of the project "Current National Bibliography - on the Internet" (implemented jointly with the RSL and the NLR with the support of the Open Society Institute); retroconversion programs for catalogs and the State Budgetary Institution (since 1917); modernization and updating of information retrieval languages, subject and classification schemes, communication formats (in accordance with the requirements and specifics of industries, as well as taking into account international standards); continuation of work on creating a database of authoritative (normative) files; conducting fundamental scientific and applied research in the field of book business and information technology; implementation of the project "Electronic resources of the RCP"; improvement of the national information system "Books in stock and printing"; implementation of a project to create a RCP website on the Internet.

Conclusion

State bibliographic indexes occupy one of the main places in the system of scientific and technical information. Almost any type of publication that appeared in our country is reflected in one chronicle or another. They are not only reliable sources of bibliographic information, but also serve as the basis for the creation of other types of bibliographic aids (scientific auxiliary, advisory), for the bibliographic work of libraries.

Indexes of the federal and regional levels differ in the principles of selection of reflected works of print - by place of publication and language. Bibliographic descriptions of printed works that were published in the languages ​​of the peoples of Russia (except Russian) and are reflected in the indexes of the Russian Communist Party are given in Russian. In regional editions, bibliographic records are given in two languages: in the original language and in Russian. Thus, the state bibliographic indexes of regional book chambers help readers to better navigate in the printed works published in the region, complementing the bibliographic indexes of the RCP.

When searching for information on chronicles, the following should be taken into account: the work of printing is reflected in them separately, by type; for bibliographic aids, a unified classification scheme for printed works has been adopted; auxiliary indexes in most cases are built according to the alphabetical principle and help to find printed works of a certain type in the aspect of interest to the reader with the least amount of time.

The efficiency and economy of many processes of press statistics, book publishing and book distribution depend on the state of the state bibliography. That is why the Russian Book Chamber is constantly improving the scientific, methodological and organizational support of the state bibliography.

Bibliographic cards of the All-Union Book Chamber and other organizations

First in the world government agency, created specifically for the registration of print works. The Russian Book Chamber was founded in 1917. A certain number of copies of each book, brochure, magazine or newspaper is mandatory sent to the Russian Book Chamber (since recently it has been possible to submit it electronically through the form on the website). Story

The project for the creation of the RCP was proposed at the beginning of the 20th century by members of the Russian Bibliological Society.

Liquidation and transformation into a TASS branch

The RCP was liquidated without any prior discussion and informing the scientific community on December 9, 2013 by Decree of the President of the Russian Federation No. 894 with the transfer of its property to the ITAR-TASS agency.

… A living culture is of the least interest to our authorities, because this culture does not determine the place of power in terms of the requests it responds to. They do not need culture as a support in making any decisions and in their popularization, preserving themselves in the political space. Culture, in this sense, does not play any role.
... The problem of the Book Chamber is that, in fact, it was given the place that is assigned to culture today.

Some authors also note that the current situation is remarkably reminiscent of the plot of Ray Bradbury's brilliant dystopian science fiction novel Fahrenheit 451, published exactly 60 years ago - in 1953.

Tasks

Structure

The structure of the RCP, in addition to the management, personnel department, accounting department and economic department, included the following research (R&D) and specialized departments:

  • R&D development information technologies in the book trade and control over the receipt of legal deposit of books and brochures;

As of April 2017, the Russian Book Chamber (a branch of ITAR-TASS) employed 215 people.

Activity

At present, the basis for state bibliographic registration and press statistics in the Russian Federation is the mandatory free copies of each publication that enters the RCP at the expense of publishers (their cost refers to the cost of production).

Every year, 0.7-1.2 million publications are processed in the technological mode using modern electronic means in the RCP. The information received is communicated to consumers (libraries of various levels and profiles, information agencies, research institutions, archives, editorial offices of newspapers and magazines, publishing houses, etc.) automated help desk.

The constantly updated General Alphabetical Catalog containing more than 30 million bibliographic records about printed works published in Russia since 1917 is used as a reference and search apparatus. An electronic catalog of bibliographic descriptions of publications of 1917-2005 with a volume of more than 1.8 million entries is available on the RCP website.

The RCP is entrusted with the obligation to receive at the expense of publishers and distribute among the main fund holders (the list of which is approved by law, for example, now a copy of each publication received by the RCP must be in the RSL in Moscow and in the National Library of Russia in St. Petersburg) in the prescribed quantity obligatory free copies of publications and other documents. After registration, bibliographic and statistical processing, one set is sent for eternal storage to the State Press Archive of the Russian Federation, which is part of the Russian Communist Party and represents the most complete collection of printed works that have been issued in the country since 1917. According to 1970 data, there were 34 million storage units in it; in 2001 - over 80 million.

Editions (state bibliographic indexes)

The main bibliographic indexes of the RCP (the so-called chronicles), covering almost all types of publications, include the weekly “Book Chronicle”, “Chronicle of Journal Articles” and “Chronicle of Newspaper Articles” published weekly. Chronicles of abstracts of dissertations for the scientific degrees of candidates and doctors of sciences are published monthly, once every two months - "Music chronicle", "Chronicle of art publications", once a year - "Cartographic chronicle".

An important place among bibliographic indexes is occupied by the yearbook "Books of the Russian Federation". In addition, the index “Bibliography of Russian Bibliography”, as well as “Chronicle of periodicals and continuing publications. New, renamed and discontinued newspapers and magazines.

The data of the state statistical accounting of printed materials produced are published in the official publication - "The Press of the Russian Federation in ... year", and are also sent for publication in the UNESCO publications "Statistical Yearbook" and "Index Translationum" (information on translated publications).

"III. Establish the Book Chamber on the following grounds:
1) The Book Chamber is entrusted with the registration of all current printing in Russia, both non-temporal and temporary publications, as well as printing houses, lithographs, metallographs and other similar establishments.
2) The Book Chamber conducts scientific systematic registration of all printed material in Russian.
3) The Book Chamber is entrusted with the formation of a book fund for supplying books to state institutions, as well as supplying state book depositories with all embossed works published in Russia.

It should be noted that, along with other organizational and economic measures designed to ensure the implementation of the decisions taken, the decree of April 27, 1917 contained such an important clause related to the timely and complete delivery of legal deposit.

"X. Assign to the local commissars of the Provisional Government or to persons and institutions replacing them:

1) registration of printing houses, time stamps and non-time publications; 2) receiving from printing houses copies of embossed works for state book depositories and sending these copies to the Book Chamber, and 3) monitoring the compliance of printing houses and other similar institutions with the requirements of the law.

From the date of adoption of this decree of the Provisional Government, signed by the Minister-Chairman Prince Lvov and the Manager of Affairs Vladimir Nabokov, the Russian Book Chamber counts down its activities.

Professor Semyon Afanasyevich Vengerov, a well-known scientist, historian of literature and social thought, a bibliographer, who wrote a number of major works in this field of knowledge, was chosen among several worthy candidates for the post of director of the Book Chamber. With the formation of the Chamber, an old dream of S.A. Vengerov came true that a powerful state structure of the bibliographic direction would operate in Russia. That is why his Address to the citizens, which was called "From the Book Chamber", sounded like a genuine manifesto in defense of the spiritual forces of Russia. S.A. Vengerov revealed the lofty motives that guided the initiators of the organization of the new bibliographic institution. He wrote (remember - it was June 1917 - the time of fierce confrontations between the most powerful political forces in Russia at that time) that the old regime, which was interested in books and in general the press mainly from the point of view of finding "harmful thoughts" in them, cared exclusively about censored registration. He was not at all interested in the systematization of the Russian printed word from a scientific point of view. The individual efforts of individual amateurs, acting on their own initiative, could not overcome the difficulties of taking into account the entire course of Russian literature and Russian science.

New government- it was indicated further in the Address, - she realized that if it is a matter of state importance to take into account the material productive forces of the country, then it is also her duty to take into account the spiritual forces of our Motherland.

And she went to meet the idea of ​​creating a central state institution that would collect all the works of the Russian printing press, distribute them among state book depositories, then scientifically classify them, and, finally, systematically make their records accessible to the needs of science, state and public life. And now, with part of the funds that used to go to censorship and support of the reptilian press, such a state scientific institute was created in Petrograd - "BOOK CHAMBER".

In these short lines, in an extremely concentrated and at the same time surprisingly accessible form, the main ideas of the Chamber are formulated, which today sound just as convincing and modern as they did then, 80 years ago.

The director of the newly created, as he himself said, "state scientific institute -" Book Chamber "not only defined its goals, but also formulated the means by which these goals could be achieved. First of all, he turned to the provincial and district commissars (of the Provisional Government ) with a call to establish control over the collection and dispatch of legal copies, while adding that the Book Chamber has no doubt, of course, that all commissars will lovingly treat this task, which is so important for Russian culture.

Addressing "comrade printers", the author convincingly and skillfully explains the importance of sending "everything that comes out from under the printing press", and at the same time emphasizes that the delivered copies "are completely complete and in perfect order", since it is precisely on them, for the most part, "the history of our exceptional time will be written." With similar requests, S.A. Vengerov is addressed to editors and employees of periodicals (including company, ship and trench), to participants in various political organizations and congresses, to writers and scientists, representatives of various societies and publishing houses, to book lovers, especially living in small towns.

We specifically dwell on the appeal "From the Book Chamber" in such detail in order to emphasize the passion, that ardent enthusiasm and patriotism with which the employees of the Chamber from the first days after its establishment began to achieve the greatest completeness of the receipt of various types of printed products precisely from the standpoint of understanding the significance of "their difficult and complex task. In conclusion of the text of the Appeal, Professor S.A. Vengerov once again emphasized: "The importance of taking into account the economic forces of the country is great, but just as great and fruitful is the importance of accurately accounting for the spiritual riches of our great Motherland!"

1.2 During the 1917 revolution

Unfortunately, it was not possible to implement everything planned in the above document at once, mainly due to the difficulties of the inter-revolutionary period in the summer - autumn of 1917. The staff of the Book Chamber did not avoid conflict situations of that time, especially the first post-October days, when some of the employees went on strike in protest against the seizure of power by the Bolsheviks and the restriction of freedom of the press.

"On November 23, 1917, at two o'clock in the afternoon, after the departure of most of the employees, when only the assistant secretary of the Chamber A. Shilov and the mapmaker A. Ya. Odinets-Shilova remained in the premises of the Book Chamber, the assistant commissar for internal Dzerzhinsky and demanded the removal of employees from the Book Chamber on the grounds that work can be carried out only with the permission of the Commissar for Internal Affairs and after recognizing the authority of the Council of People's Commissars. was forcibly interrupted, the deputy commissar refused to do so, pointing out that, according to the information available to him, the employees of the Chamber only gathered, but did not work, and issued a certificate that work could not be done without the permission of the commissar. by force, the employees of the Book Chamber, yielding to violence, had to interrupt their work and leave the premises of the Chamber.

The original text of the "certificate", which Felix Edmundovich nevertheless left, read:

"I hereby certify that without the consent of the People's Commissar for Internal Affairs no one can work in the Book Chamber (Morskaya, 61), which is in the department of the People's Commissar. Member of the Board at Nar. Commissioner for Internal Affairs F. Dzerzhinsky. 23.XI.1917".

At a meeting of the Council of the Book Chamber on December 3, 1917, S.A. Vengerov reported that "Arriving at the Book Chamber on November 23, after all the employees were forced to leave it, he was arrested by the Red Guards who were in the Chamber, who announced that he should be forwarded to the Council of People's Commissars. Only after the Red Guards persistently demanded an arrest warrant and their telephone conversations with one of the people's commissars, S.A. Vengerov was released."

Fortunately, after the intervention in the case of A.V. Lunacharsky, who believed that the Book Chamber, only due to a misunderstanding, was listed under the Ministry of Internal Affairs, it was transferred by mutual agreement to the People's Commissar for Education. “I am well aware of the mood,” Lunacharsky wrote to “citizen” Vengerov, “that prevails in the Book Chamber, and the class hostility with which its members relate to the Workers’ and Peasants’ Government. However, trying to distract from its political direction, considering only its cultural and scientific value, I decide to reopen the Book Chamber as an autonomous institution.

In June 1920, the Council of People's Commissars adopted a resolution "On the transfer of the bibliographic file in the RSFSR to the People's Commissariat of Education", better known as the "Lenin Decree". In pursuance of this Decree, the People's Commissariat for Education issued its own decree "On the mandatory registration of manifestations of the press", which stated that the obligation to implement the "Lenin Decree" rested with the State Publishing House, "for which purpose to form the Central Book Chamber under the latter."

From that moment, the Moscow period of the Chamber's activity began, and the Book Chamber in Petrograd was transformed into the Russian Institute of Bibliology.

1.3 The renaissance of book science during the "Khrushchev thaw"

The beginning of the sixties, known as "Khrushchev's thaw," coincided with the renaissance of book science. On the basis of the increased interest in the book in society as a whole, it became necessary to comprehend the new role of the book in the socio-economic processes that took place during this period, and to create a new book science. An outstanding role in the development of bibliology was played by A.A. Sidorov, N.M. Sikorsky and their associates. Consolidation of scientific forces in various areas of bibliology was largely facilitated by the publication of the book collection "The Book. Research and Materials", organized by the All-Union Book Chamber. For almost three decades, Professor Nikolai Mikhailovich Sikorsky was in charge of the collection, and to this day he heads the scientific and editorial board of this publication. At the initiative of the editorial board of the collection, well-known discussions on topical problems of book science were held (1959 and 1964), which became the prototype for future scientific conferences on problems of book science; in their organization took Active participation and Book Chamber. The last three conferences (6th - 1988, 7th - 1992 and 8th - 1996) were generally held by the Chamber, under its organizational and scientific and creative leadership. 1.4 Again became Russian...

In 1992, the Book Chamber again became Russian. Decree of the President of the Russian Federation dated November 30, 1992 N: 1499 "in order to ensure the effective operation of the state system of information on printed publishing products" the Russian Book Chamber was entrusted with the functions of a center for state bibliography, archival storage of publications, press statistics, international standard numbering of printed works and scientific research in the field of book business.

Chapter 2. Activities of the book chamber.

2.1 The main functions of the RCP

As a national center of state bibliography, the RCP performs such important functions as:

· bibliographic registration, accounting of all types of printed works published in the country and for all branches of knowledge, and other replicated products (audio and video materials, disks, etc.);

· issue of the State Budgetary Institution of Ukraine system and the information bulletin “New Books of Russia”; acquisition of library collections (based on the legal deposit system);

· centralized cataloging (issue of printed bibliographic cards for catalogs and file cabinets of various libraries);

retrospective accounting of printed materials; development of standards and other normative documents; print statistics; storage and use, as well as restoration of the lost parts of the National Depository (State Archive of the Press);

maintaining a reference and bibliographic apparatus; reference and bibliographic services for organizations and institutions, libraries on issues related to the industry (printing, book business), problems of state bibliography, etc.

Traditionally, the RCP performs the functions of the largest research institution and the organizational and methodological center of the industry. Being a research institute by status, the RCP is engaged in the study of general problems of bibliology (for example, the collection "Book. Research and Materials" has been published for years). Being an organizational and methodological center for the book chambers of the constituent entities of the Russian Federation, the RCP pays much attention to the unification of methodological decisions on bibliographic selection, compilation of materials reflected in the State Budgetary Institution, their classification, equipping republican State Budgetary Institutions with auxiliary indexes according to the composition of the SPA, etc.

These functions are performed by the relevant divisions of the RCP. For example, along with the departments of the Russian Communist Party as a national bibliographic center, it also has a Center for Information and Publishing Technologies (CIIT), which, together with the Liberea publishing house, publishes the catalog “Books in stock and printing” (Russian Books in print), the editors of the journal “Bibliography ”, Book Chamber International Publishing House, Book Institute and others.

At the same time, the RCP also has new functions due to the peculiarities of the current stage of development of the state bibliography - the active development of network technologies, the completion of the project "Current National Bibliography - on the Internet" (implemented jointly with the RSL and the NLR with the support of the Open Society Institute); retroconversion programs for catalogs and the State Budgetary Institution (since 1917); modernization and updating of information retrieval languages, subject and classification schemes, communication formats (in accordance with the requirements and specifics of industries, as well as taking into account international standards); continuation of work on creating a database of authoritative (normative) files; conducting fundamental scientific and applied research in the field of book business and information technology; implementation of the project "Electronic resources of the RCP"; improvement of the national information system "Books in stock and printing"; implementation of a project to create a RCP website on the Internet.

2.2 System of bibliographic and statistical accounting

Bibliographic and statistical accounting of printed materials produced in the Russian Federation is carried out on the basis of registration and processing of an obligatory free copy of each publication received by the RCP from publishers and other publishing organizations of all forms of ownership on the basis of the federal law "On the obligatory copy of documents".

Depending on the volume of publishing activity, from 0.7 to 1.2 million publications are annually processed in the technological mode using modern electronic computing equipment. The information received is communicated to consumers - libraries of various levels and profiles, information agencies, research institutions, archives, newspaper and magazine editorial offices, publishing houses, etc. - by distributing state bibliographic indexes (chronicles) and centralized cataloging cards by subscription, as well as organizing reference and information services, including using an automated data bank.

The activities of the RCP allow libraries and information agencies to maintain catalogs of their collections, providing them with printed cards with bibliographic descriptions of books, abstracts of dissertations, newspaper and journal articles. Printed cards for books and magazine articles come out in full, abbreviated and serial sets. Printed cards for newspaper articles and reviews are issued in a complete set, for abstracts of dissertations - in full and serial sets. The Book Chamber provides reference and information services to organizations and individuals on the basis of permanent contracts or on separate requests by mail, telephone, telefax or using e-mail.

As a reference and search tool - a constantly updated General alphabetical catalog containing more than 30 million bibliographic records about printed works published in Russia since 1917. In addition, consumers have the opportunity to obtain the information they are interested in by direct or remote access to the information bases that are part of the automated data bank of the RCP, which operates in the industrial operation mode. Simple and reliable software tools allow you to quickly and efficiently search for the necessary information about the publication by the totality or one of the signs - the author, title, publisher, year and place of publication, subject heading or keywords.

The data of the state statistical accounting of printed materials produced are published in official publications - "National Economy of the Russian Federation" and "Print of the Russian Federation in ... year" (until 1990 inclusive - "Print of the USSR in ... year"), in the mass media and are also sent for publication in the UNESCO Statistical Yearbook and Index Translationum (the latter contains information about the release of translated editions).

The RCP is responsible for obtaining and distributing among the main fund holders, the list of which is approved by law, sets of mandatory free copies of publications and other documents in accordance with the already mentioned federal law. One set, after registration, bibliographic and statistical processing, is sent for eternal storage to the State Press Archive of the Russian Federation, which is part of the Russian Communist Party and represents the most complete collection of printed works that have been issued in the country since 1917. As of July 1, 2001, it contained over 80 million storage units. In order to create the most favorable conditions for the storage and use of the collection, specially equipped book depositories were built in Mozhaisk, equipped with climatic installations, automated search systems and other equipment that ensures the reliable operation of this national depository.

Bibliographic records in the publications of the Russian Communist Party are compiled in Russian. The language of the text of the document (except for Russian) is indicated in the note area of ​​the bibliographic description. Federal State Budgetary Institution of Science "Russian Book Chamber"(RCP) is a national bibliographic agency that carried out bibliographic and statistical accounting of publications published on the territory of the Russian Federation, archival storage of publications, international standard numbering of printed works and scientific research in the field of book business.

The world's first government agency created specifically for the registration of printed works. The Russian Book Chamber was founded in 1917. A certain number of copies of each book, brochure, magazine or newspaper is mandatory sent to the Russian Book Chamber (since recently it has been possible to submit it electronically through the form on the website). These publications are registered in the Russian Book Chamber and distributed to the leading libraries in Russia. In 2013, the Chamber was transformed into a branch of ITAR-TASS, which it currently functions as.

Story

The project for the creation of the RCP was proposed at the beginning of the 20th century by members of the Russian Bibliological Society.

Allocation of state investments in 2009 as part of the implementation of the activities of the Federal Target Program "Culture of Russia (2006-2011)" allowed the RCP to begin work on the digitization of the funds of the National Book Depository.

In 2012, the Russian Book Chamber celebrated its 95th anniversary. The leaders of the book chambers of Belarus and Kazakhstan arrived at the festive events.

In February 2013, by order of the head of Rospechat, M. V. Seslavinsky, a new general director was appointed in the Russian Book Chamber, he became Elena Borisovna Nogina.

Transformation into a TASS branch

The RCP was liquidated without any prior discussion and informing the scientific community on December 9, 2013 by Decree of the President of the Russian Federation No. 894 with the transfer of its property to the ITAR-TASS agency.

… A living culture is of the least interest to our authorities, because this culture does not determine the place of power in terms of the requests it responds to. They do not need culture as a support in making any decisions and in their popularization, preserving themselves in the political space. Culture, in this sense, does not play any role.
... The problem of the Book Chamber is that, in fact, it was given the place that is assigned to culture today.

Some authors also note that the current situation is remarkably reminiscent of the plot of Ray Bradbury's brilliant dystopian science fiction novel Fahrenheit 451, published exactly 60 years ago - in 1953.

There is no official version of the presidential decision, which came as a surprise to everyone, except for “increasing the efficiency of activities”. There are suggestions about the interest of a number of structures in the expensive real estate of the RCP, which is located in the very center of Moscow (for example, a mansion on the Kremlin embankment, 1). It is also known that the issuance of international standard book numbers (ISBN) is carried out by the chamber on a reimbursable basis - about 1200 rubles for one such number. Given the significant volume of printed matter published in Russia (0.7-1.2 million publications are processed annually in the Russian Book Chamber), the material side of the activities of the liquidated organization is of quite definite interest.

Tasks

The main tasks of the RCP were:

  • registration and statistical accounting of printed materials in Russia;
  • research for practical activities on the creation of a state bibliography, as well as ensuring uniform approaches to this process in libraries and publishing organizations;
  • replenishment of the State Archive of the Press of Russia;
  • replenishment of the repositories of the largest libraries in the country on the basis of legal deposit at the expense of the publisher;
  • maintenance of state bibliographic indexes;
  • publication of the journal "Bibliography" and books of the series "Research and Materials";
  • assigning ISBN numbers to publishing houses and publications (since RCP is the national ISBN agency in Russia);
  • permission to assign UDC and LBC classifiers to books.
  • development and operation of the data bank of the state bibliography;
  • creation and support of the information system "Books in stock and printing".

Structure

The structure of the RCP, in addition to the management, personnel department, accounting department and economic department, included the following research (R&D) and specialized departments:

  • Research Institute of State Bibliography and Book Science;
  • R&D of GBI training on non-periodicals;
  • R&D of bibliographic databases;
  • R&D of the development of information technologies in the book trade and control over the receipt of legal deposit of books and brochures;
  • reception department;
  • Department of Reference Services and Information and Bibliographic Resources of the RCP;
  • department of analytical processing of serial publications;
  • department for coordinating the passage of the PC and controlling the document flow;
  • current storage department;
  • department of the national book depository;

Number of employees

As of April 2017, the Russian Book Chamber (a branch of ITAR-TASS) employed 215 people.

Activity

At present, the basis for state bibliographic registration and press statistics in the Russian Federation is the mandatory free copies of each publication that enters the RCP at the expense of publishers (their cost refers to the cost of production).

Every year, 0.7-1.2 million publications are processed in the technological mode using modern electronic means in the RCP. The information received is communicated to consumers (libraries of various levels and profiles, information agencies, research institutions, archives, editorial offices of newspapers and magazines, publishing houses, etc.) automated help desk.

As a reference and search apparatus, the constantly updated General Alphabet Catalog is used, containing more than 30 million bibliographic records about printed works issued in Russia since 1917. An electronic catalog of bibliographic descriptions of publications of 1917-2005 with a volume of more than 1.8 million entries is available on the RCP website.

The RCP is entrusted with the obligation to receive at the expense of publishers and distribute among the main fund holders (the list of which is approved by law, for example, now a copy of each publication received by the RCP must be in the RSL in Moscow and in the National Library of Russia in St. Petersburg) in the prescribed quantity obligatory free copies of publications and other documents. After registration, bibliographic and statistical processing, one set is sent for eternal storage to the State Press Archive of the Russian Federation, which is part of the Russian Communist Party and represents the most complete collection of printed works that have been issued in the country since 1917. According to 1970 data, there were 34 million storage units in it; in 2001 - over 80 million.

Editions (state bibliographic indexes)

The main bibliographic indexes of the RCP (the so-called chronicles), covering almost all types of publications, include the weekly “Book Chronicle”, “Chronicle of Journal Articles” and “Chronicle of Newspaper Articles” published weekly. Chronicles of abstracts of dissertations for the scientific degrees of candidates and doctors of sciences are published monthly, once every two months - "Music chronicle", "Chronicle of art publications", once a year - "Cartographic chronicle".
