Good news in early October awaits drivers who are not distinguished by accuracy in driving, but at the same time often travel abroad. From October 1, 2017, the total amount of fines for traffic violations, after which travel restrictions are imposed, will be increased. Tax free and VAT

Foreigners will now be able to recover part of the cost of goods exported from the Russian Federation. From October 1, the tax free system will work in Russia, which will allow you to return the value-added tax (VAT) of goods purchased in the country after leaving the country. It will be possible to return 18% of the total amount in this way, but the operator company will deduct from it the percentage for its services. The cost of preparing and launching this system, according to the estimates of the Prime Minister of the Russian Federation, amounted to about 260 million rubles. Citizens of countries that, along with the Russian Federation, are members of the Eurasian Economic Union - Kazakhstan, Belarus, Armenia and Kyrgyzstan will not be able to use it.

Another innovation related to VAT relates to transactions related to essential and life-saving medical devices (see the list). Now the value added tax will not be levied on transactions related to the transfer of such products for rent or leasing with subsequent purchase. This includes high-tech medical devices necessary for the treatment of serious diseases. Previously, the rental of vital medical devices was not taxed, but in the event of a buyout, VAT had to be paid in full.

New line in invoices

Another innovation will affect legal entities and individual entrepreneurs. In invoices from October 1, a new column will appear: “Product Code”. It applies primarily to those who trade with the countries of the Eurasian Economic Union, the rest is enough to put a dash in the column.

In addition, now in invoices, organizations will have to fully indicate their address according to the Unified State Register of Legal Entities (Unified State Register of Legal Entities). Until now, in such cases, it was possible to confine ourselves to the wording from the charter, which often came down only to the city in which the enterprise is located.

Since October 2017, companies that do not include a full address on an invoice may subsequently be denied a tax deduction.

Old people don't belong here

Chief doctors and their deputies can no longer be older than 65 years. Such an age limit was established by a law that came into force in July 2017 - it applies to both state and municipal medical institutions.

According to it, after reaching the age of 65, it is proposed to transfer chief doctors to other positions corresponding to their qualifications. However, the age threshold for a particular leader can be increased to 70 years, if such a decision is made by the staff of the medical institution. The law comes into force on 1 October.
